EBA Policy Expert Position Summary

Overview

The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 by Regulation (EC) No. 1093/2010. It plays a crucial role in ensuring a high-quality, effective, and consistent level of regulation and supervision across the EU banking sector. The EBA collaborates closely with other EU financial regulators such as EIOPA, ESMA, and the Joint Committee, as well as the European Systemic Risk Board (ESRB).

Position Details

The EBA is currently seeking a Policy Expert in the Home-Host Coordination Unit within the Oversight Department. This role is part of the EBA's efforts to enhance the functioning of the EU internal market and ensure regulatory consistency.

Main Purpose

The main purpose of the position is to develop policies and methodologies for assessing risks under the Pillar 2 framework, particularly focusing on:

• Supervisory assessment of risks (e.g., IRRBB, concentration risk)
• Capital adequacy and capital estimation methods
• Technical standards, guidelines, opinions, and reports

Main Responsibilities

• Prepare policy stances and provide advice on supervisory risk assessment.
• Lead or participate in the development of guidelines, technical standards, and policy products.
• Support internal committees and subgroups.
• Implement policies and assist supervisory colleges.
• Represent the EBA in external meetings.
• Facilitate consultations, training, and impact assessments.
• Carry out additional tasks as required.

Eligibility Criteria

1.1 General

• Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
• Must have full citizen rights and fulfill military service obligations.
• Must be physically fit.
• Must have proficiency in English (both written and spoken).
• Native English speakers must prove knowledge of a second EU language.

1.2 Specific

1.2.1 Qualifications

• Completed university studies with a diploma.
• At least one year of professional experience if the normal period of education is 3 years.
• No professional experience required if the normal period is 4 years or more.

1.2.2 Professional Experience

• Minimum of 7 years (for 3-year education) or 6 years (for 4-year education) of relevant full-time professional experience.
• At least 3 years in banking supervision or supervisory review and evaluation.

1.2.3 Language Knowledge

• Excellent English skills.
• Knowledge of other EU languages is advantageous.

Selection Criteria

• Proven knowledge of EU banking regulation, especially for cross-border banks.
• Experience in developing risk assessment methodologies under Pillar 2.
• Experience in designing and drafting banking regulations or supervisory policies.
• Experience in engaging with a wide range of stakeholders.

Selection Procedure

1. Establishment of a selection committee.

Appointment and Employment Conditions

• Contract type: Temporary agent fixed-term contract (3 years), with a probation period of 6 months and possible extension.
• Starting date: Expected to be 1 or 16 December 2013.
• Grade: AD 7.
• Estimated monthly salary: €5,568.11 (excluding national taxes).
