EBA Policy Expert Position Summary

The European Banking Authority (EBA) is an independent EU authority established in 2011 to enhance the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in banking, payments, and e-money sectors. It collaborates closely with other European Supervisory Authorities (ESAs) and the European Systemic Risk Board (ESRB) as part of the European Supervisory Council for Financial Services (ESFS). The EBA is currently seeking a Policy Expert to work in the area of own funds.

Main Purpose

The Policy Expert will lead the EBA's regulatory work on own funds, with a focus on:

• Developing technical standards, guidelines, Q&As, opinions, and reports;
• Monitoring capital issuances of EU institutions;
• Enhancing the quality of capital in EU financial institutions.

Main Responsibilities

• Preparing policy stances and providing professional advice;
• Leading the development of guidelines and binding technical standards;
• Supporting internal committees and subgroups;
• Ensuring timely completion of regulatory outputs;
• Representing the EBA externally in technical discussions;
• Facilitating external consultations, training, and impact assessments;
• Coordinating with other ESAs and the ESRB for harmonized policy approaches.

Requirements

1. Eligibility Criteria

• Language Skills: Proficient in one EU language and satisfactory in another;
• Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway;
• Civic Rights: Full rights as a citizen;
• Military Service: Completed any obligations;
• Physical Fitness: Fit to perform duties;
• Criminal Record: No criminal record (certificate required);
• Medical Examination: To meet Article 12 (2)(d) of the Staff Regulations.

2. Qualifications

• Education: Completed university studies with a diploma, with a minimum of 3 years of education (with at least 1 year of professional experience) or 4 years of education (with no professional experience required);
• Recognition: Qualifications must be recognized by EU or EEA authorities or equivalent;
• PhD Consideration: PhD studies can count towards professional experience if they were on a paid basis.

3. Professional Experience

• Minimum of 10 years (for 3-year education) or 9 years (for 4-year education) of relevant full-time experience in bank regulation or supervision.

4. Language Skills

• Excellent knowledge of English (written and spoken);
• Native English speakers must prove second language proficiency;
• Knowledge of other EU languages is advantageous.

5. Selection Criteria

• Proven knowledge of EU banking regulation and supervision;
• Experience in developing regulations related to own funds;
• Comprehensive understanding of regulatory own funds and capital instruments;
• Ability to draft policy stances and regulations;
• Experience in engaging with EU legislative stakeholders.

Selection Procedure

• Committee: A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid;
• Shortlist: Candidates may be invited for written tests and interviews;
• Written Test: Conducted in English, total score 10 (minimum 6 to pass);
• Interview: Conducted in English, total score 10 (minimum 6 to pass);
• Recruitment: Candidates with the best scores will be selected, with those scoring ≥12 placed on a reserve list (valid until 31/12/2014).

Appointment and Employment Conditions

• Contract: Temporary fixed-term contract for 3 years with a 9-month probation period, potentially extendable;
• Start Date: Expected to start on 1 April 2014;
• Grade: AD 8;
• Salary: Estimated monthly basic salary of €6,299.95;
• Benefits: Includes Community tax, expatriation allowance, annual leave, pension, sickness insurance, travel insurance, and other family-related allowances.
