The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010. Main Purpose
The main purpose of the Policy Expert position is to support the development and implementation of EBA policies related to the relationships between home and host Member State competent authorities, and the application of the Supervisory Review and Evaluation Process (SREP). This includes the drafting of technical standards, guidelines, opinions, and reports.
Main Responsibilities
- Preparing policy stances and providing policy advice on home-host and SREP matters.
- Leading the development of guidelines and binding technical standards where necessary.
- Supporting internal committees and subgroups.
- Assisting in the implementation of policies and providing advice to supervisory colleges.
- Representing the EBA in external meetings and facilitating consultations, training, and impact assessments.
- Cooperating with other European Supervisory Authorities (ESAs) and the European Systemic Risk Board (ESRB) to ensure coordinated and joint policy stances.
Requirements
1. Eligibility Criteria
- Language: Excellent knowledge of English (written and spoken), and satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Legal Rights: Must be entitled to full rights as a citizen.
- Military Service: Must have fulfilled any applicable military service obligations.
- Physical Fitness: Must be physically fit for the role.
- Criminal Record: Must provide a certificate confirming no criminal record.
- Medical Examination: Must undergo a medical examination as per EU employment regulations.
2. Qualifications and Professional Experience
- Must have completed university studies (with a diploma) and at least one year of relevant professional experience.
- For a 3-year university, at least 7 years of professional experience, including 3 years in supervision, home-host cooperation, SREP, or related areas.
- For a 4-year university, at least 6 years of professional experience, including 3 years in the specified areas.
- Only qualifications issued by EU or EEA authorities or recognized as equivalent will be accepted.
3. Selection Criteria
- Proven knowledge of EU banking regulation, especially in cross-border supervision.
- Experience in supervising cross-border banking groups and working with supervisory colleges.
- Experience in conducting SREP or risk assessments.
- Ability to participate in drafting policy documents.
- Capacity to present and explain regulatory developments to management.
- Experience in dealing with a wide range of stakeholders in the EU.

Selection Procedure
- Committee: A selection committee will be formed to evaluate applications.

Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of three years with a nine-month probation period, potentially extendable.

- Salary: Estimated monthly basic salary of €5,568.11.
