The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010. The EBA is currently seeking a Bank Expert to join the Oversight Department in its London office. The position is part of the Home-Host Coordination Unit, focusing on cross-border cooperation in banking supervision.
Main Responsibilities
- Promote and monitor the effective functioning of supervisory colleges, including participation in colleges of supervisors for individual banking groups.
- Support oversight activities by assisting in the production of supervisory recommendations and resolving disagreements between competent authorities.
- Provide feedback and guidance to competent authorities on the functioning of colleges and develop tools for efficient decision-making.
- Participate in, or lead, the development of technical standards and guidelines for cross-border supervision.
- Prepare policy stances and provide policy advice on supervisory cooperation and disagreement resolution.
- Support internal committees and subgroups, including their chairpersons.
- Facilitate briefings for EBA representatives during meetings with external policy makers, EU institutions, and regulatory bodies.
- Carry out other duties as required.
Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Citizenship rights: Full rights as a citizen.
- Military service: Must have fulfilled any applicable obligations.
- Physical fitness: Must be physically fit to perform the duties.
- Background check: Must provide a certificate of no criminal record.
- Medical examination: Required to meet Article 12(2)(d) of the Conditions of Employment of Other Servants.
2. Qualifications and Experience
- Education: Must have completed university studies (with a diploma), either in a 3-year or 4-year program.
- Professional experience:
- At least 7 years (for 3-year education) or 6 years (for 4-year education) of relevant full-time experience in financial regulation or supervision.
- At least 3 of these years must be in a comparable position.
- Language: Excellent knowledge of English (written and spoken). Native English speakers must demonstrate proficiency in a second EU language.
3. Selection Criteria
- Proven knowledge of EU banking regulation, especially as it relates to cross-border supervision.
- Experience in the operation of supervisory colleges for cross-border banking groups.
- Ability to communicate with management on regulatory developments.
- Proven experience in drafting policies, stances, or procedures.

Selection Procedure
The selection process includes:

Appointment and Employment Conditions
