EBA Bank Expert Position Summary

Overview

The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010. It plays a key role in enhancing the functioning of the EU internal market by promoting consistent, effective, and high-quality regulation and supervision in banking, payments, e-money, and related areas such as corporate governance, auditing, and financial reporting. The EBA collaborates closely with other EU financial regulatory bodies like EIOPA, ESMA, the Joint Committee, and the ESRB as part of the European Systemic Risk Board (ESRB) framework.

Position: Bank Expert (Home-Host Coordination Unit)

The EBA is currently seeking a Bank Expert to support the Home-Host Coordination Unit. The role involves facilitating the efficient functioning of colleges of supervisors and developing policies and procedures related to cross-border cooperation.

Main Responsibilities

• Promoting and monitoring the effective functioning of colleges of supervisors.
• Contributing to the development and coordination of recovery and resolution tools for cross-border banking groups.
• Participating in the creation of technical standards and guidelines for supervisory cross-border cooperation.
• Supporting internal EBA committees and subgroups.
• Facilitating briefings for EBA representatives in meetings with external stakeholders.
• Preparing policy stances and providing advice on supervisory cooperation and crisis management.
• Performing other tasks as required.

Requirements

1. Eligibility Criteria

• Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
• Must be entitled to full citizen rights.
• Must have fulfilled any applicable military service obligations.
• Must be physically fit for the role.
• Must have a certificate of no criminal record.
• Must be medically examined as per Article 12(2)(d) of the Staff Regulations.

2. Qualifications

• A level of education equivalent to completed university studies (with a diploma).
• For a 3-year university education, at least one year of professional experience.
• For a 4-year university education, no additional professional experience is required.

3. Professional Experience

• At least 10 years (for 3-year education) or 9 years (for 4-year education) of relevant full-time professional experience.
• At least 5 years in a comparable position in financial regulation or supervision.

4. Language Requirements

• Excellent knowledge of English (written and spoken).
• Knowledge of other EU official languages is an advantage.

5. Selection Criteria

• Proven experience in supervisory cross-border cooperation.
• Strong knowledge of EU banking regulation, especially regarding cross-border banks, crisis management, and resolution.
• Experience in drafting supervisory policies, stances, or procedures.
• Experience in engaging with a wide range of EU stakeholders.

Selection Procedure

• A selection committee will evaluate applications based on eligibility and selection criteria.

Appointment and Employment Conditions

• Contract Type: Temporary fixed-term contract of three years, with a six-month probation period and possible extension.
• Start Date: Expected to begin on 1 July 2013.
• Grade: AD 8.
• Salary: Estimated monthly basic salary of €6,299.95.

  • Correction coefficient of 34.4% for the UK.
