Main Purpose
The Policy Expert will work to:
- Strengthen the quality of capital of EU institutions through the development of technical standards, guidelines, Q&As, opinions, and reports.
- Monitor capital issuances and ensure consistent application of regulatory standards.
- Represent the EBA externally in EU and international regulatory fora.
- Facilitate external consultations, training, and impact assessments.
Main Responsibilities
- Develop guidelines and technical standards for own funds.
- Monitor own funds issuances of EU institutions.
- Support internal committees and subgroups.
- Ensure timely completion of regulatory outputs.
- Represent the EBA externally in technical matters.
- Facilitate external consultations and training.
- Cooperate with other ESAs and ESRB to ensure coordinated policy stances.
Requirements
Eligibility Criteria
- Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Must have a diploma corresponding to at least three years of university education.
- Must have completed any military service obligations.
- Must be physically fit for the role.
- Must provide a certificate of no criminal record and undergo a medical examination.
Professional Experience
- At least 3 years of relevant full-time professional experience, with at least 2 years in bank regulation or supervision.
- Experience is counted from the date of diploma award to the application deadline.
Language Requirements
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
- Knowledge of other EU languages is advantageous.
Selection Criteria
- Proven knowledge of EU banking regulation and supervision.
- Experience in the development of own funds regulation.
- Comprehensive understanding of regulatory own funds composition and capital instrument eligibility.
- Experience in drafting policy stances and regulations.
- Proven ability to interact with EU legislative stakeholders.

Selection Procedure
The selection process includes:
- Establishment of a selection committee.

Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract of 3 years, with a 9-month probation period and possible extension.

- Estimated monthly basic salary: €4,960.64.
