The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. Main Responsibilities
The Policy Expert position is aimed at contributing to the EBA's regulatory efforts in crisis management and resolution, structural measures, and shadow banking. Key responsibilities include:
- Preparing policy stances and providing policy advice in the relevant areas of expertise.
- Developing guidelines and binding technical standards as part of the EU common rulebook.
- Supporting internal committees and subgroups and their chairpersons.
- Ensuring timely and quality-compliant completion of regulatory outputs.
- Representing the EBA externally at a technical level.
- Facilitating external consultations, implementation studies, training, and impact assessments.
- Cooperating with other ESAs and the ESRB to develop coordinated policy positions.
Key Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Citizenship rights: Full rights as a citizen.
- Military service: Fulfillment of any applicable obligations.
- Physical fitness: Must be fit to perform the duties of the post.
2. Qualifications
- Education: Completed university studies with a diploma. Candidates must meet one of the following:
- Option a: At least 3 years of university education + 1 year of professional experience.
- Option b: At least 4 years of university education + no additional professional experience required.
- Recognition: Qualifications must be recognized by EU or EEA authorities or equivalent. If obtained outside the EU, they must be officially recognized by a relevant EU authority.
3. Professional Experience
- Minimum 7 years of relevant full-time professional experience (for option a), or 6 years (for option b).
- At least 5 years in a comparable position within financial regulation or supervision.
- PhD experience can be counted if the candidate received a study grant or salary during the studies, with a maximum of 3 years.
4. Language Skills
- Excellent English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
- Knowledge of other EU official languages is an advantage.
Selection Criteria
- Proven knowledge of EU banking regulation.
- Experience in drafting policy stances and regulations or in banking supervision.
- Ability to present information and give presentations to management.
- Experience in engaging with stakeholders in the EU legislative process.
- Professional experience in crisis management regulation or supervision.

Selection Procedure
- Written tests: Conducted in English, assessing written communication, knowledge, and drafting skills. Minimum score: 6/10.

- Final selection: Candidates with a total score of 12 or above are placed on a reserve list valid until 31 December 2014. Recruitment is based on merit and the best scores.
Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract of three years with a probation period of nine months and possible extension.
- Starting date: Expected to be 1 July 2014, with the possibility of short-notice recruitment.
- Grade: AD 7.
- Salary: Estimated monthly basic salary of €5,568.11.
- Employment benefits include:
- Exemption from national tax, with Community tax at source.
- Correction coefficient (currently 39.2%).
- Allowances (expatriation, household, dependent child, education, installation, removal costs).
- Annual leave: 2 days per calendar month + 2.5 days of supplementary home leave for expatriation.
- Pension scheme after 10 years of service.
- Insurance coverage: Sickness, accident, occupational disease, unemployment, and invalidity.
- Travel insurance for missions.
