The European Banking Authority (EBA) is an independent EU body established in 2011 under Regulation (EC) No. 1093/2010. It plays a key role in ensuring high-quality, effective, and consistent regulation and supervision across the EU banking, payments, and e-money sectors. The EBA collaborates closely with other European Supervisory Authorities (ESAs) such as EIOPA and ESMA, as well as the European Stability Mechanism and the European Systemic Risk Board.
The EBA is currently seeking a Policy Expert for the Home-Host Coordination Unit in its London office. The role is part of the Oversight Department and focuses on enhancing supervisory cooperation between home and host Member States, particularly in the context of Pillar 2 supervision.
Main Purpose
The Policy Expert will be responsible for:
- Developing EBA policies related to home-host cooperation and supervisory review and evaluation processes.
- Creating technical standards, guidelines, opinions, and reports.
- Supporting internal committees and subgroups.
- Assisting in the implementation of policies and advising supervisors.
- Representing the EBA in external meetings and facilitating consultations.
Main Responsibilities
- Preparing policy stances and providing advice on home-host cooperation, colleges' functioning, and Pillar 2 risk assessments.
- Leading or participating in the development of guidelines and technical standards.
- Supporting internal committees and their chairpersons.
- Implementing policies and providing assistance to supervisory colleges.
- Representing the EBA in external meetings.
- Facilitating external consultations, impact assessments, training, and implementation studies.
- Coordinating with other ESAs and the ESRB to ensure consistent and coordinated policy stances.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Lichtenstein, or Norway.
- Must be physically fit and have no criminal record.
- Must have completed university education (3 or 4 years) and be entitled to full citizen rights.
- Must have fulfilled any military service obligations.
2. Selection Criteria
- Proven knowledge of EU banking regulation, especially in cross-border supervision.
- Experience in supervisory review and evaluation processes or risk assessments.
- Experience in designing and drafting banking regulations or supervisory policies.
- Experience in dealing with a wide range of EU stakeholders.
Advantages include experience in an EU or multicultural environment.

Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract (3 years), with a probation period of 6 months and possible extension.

- Grade: AD 7.
- Estimated Monthly Salary: €5,568.11.

Appeal Procedure

- Contact the European Ombudsman: Pursuant to Article 195(1) of the Treaty establishing the European Community.
Note: Appeals to the Ombudsman do not suspend the time limits for other procedures. All appeals must be preceded by administrative steps.
