Main Responsibilities
The Human Resources Specialist will be responsible for:
- Organizing and administering recruitment processes, including documentation, statistics, and personal file management.
- Contributing to staff development by conducting training needs analysis, preparing training programs, and producing evaluation reports.
- Managing HR and training databases, ensuring the timely delivery of training activities.
- Acting as a focal point for recruitment and training-related queries.
- Supporting the budget planning and monitoring for training activities.
- Liaising with training providers and assisting in year-end closure activities.
- Executing any additional tasks assigned by the Director of Operations or Principal HR Officer.
Requirements
1.1 General Eligibility Criteria
- Fluency in one EU language and satisfactory knowledge in another.
- Nationality of an EU Member State, Iceland, Liechtenstein, or Norway.
- Full citizen rights, no criminal record, and completion of military service obligations.
- Physical fitness to perform the duties.
1.2 Specific Eligibility Criteria
1.2.1 Qualifications
- A diploma from a university-level education of at least three years.
- Recognition of qualifications by EU or EEA authorities, or an equivalent body.
1.2.2 Professional Experience
- Minimum of 6 years of full-time professional experience, with at least 3 years relevant to the position.
- Experience in a multinational environment.
1.2.3 Language Skills
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
2. Selection Criteria
Candidates must demonstrate:
- Experience in recruitment administration.
- Experience in managing personal files.
- Knowledge of HR and training databases.
- Understanding of the training cycle and staff development.
- Operational initiative and budget monitoring skills.
- Ability to administer and reimburse expenses.
- Experience in drafting HR guidelines, policies, and procedures.
- Strong IT skills (MS Office) and familiarity with the Allegro HR tool.

Selection Procedure

Appointment and Employment Conditions
- Contract Type: Fixed-term agent contract for three years, with a nine-month probation period and possible extension.
- Start Date: Expected to begin on 1 May 2014.
- Function Group and Grade: Group IV, with a monthly basic salary ranging from €3,145.45.
- Employment Benefits:
- Exempt from national tax; subject to Community tax at source.
- Correction coefficient of 39.2% applies.
- Additional allowances may include expatriation, household, dependent child, education, and installation allowances.
- Annual leave: 2 days per month, plus supplementary home leave.
- Access to EU Pension Scheme after 10 years of service.
