Main Purpose
The Head of Human Resources Unit is responsible for leading and managing a team to provide strategic and operational support across the entire employment cycle, with the aim of maximizing staff performance, development, and support in achieving the EBA's Work Programme. They must ensure compliance with EU Staff Regulations and Conditions of Employment.
Main Responsibilities
- Plan, manage, and control the Unit's activities to support the EBA's Annual Work Programme.
- Manage personnel budget planning and execution in compliance with financial and procurement rules.
- Handle HR administration, including payroll, recruitment, and employment cycle.
- Conduct annual performance appraisals and reclassifications.
- Develop and implement HR strategy and policies.
- Support line managers and build strong working partnerships.
- Liaise with the Staff Committee as needed.
- Promote staff well-being in areas such as health, education, and employment.
- Ensure internal policies and procedures are known and applied by all staff.
- Represent the Unit and EBA in internal and external meetings.
Requirements
Eligibility Criteria
- Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Must be entitled to full rights as a citizen.
- Must have fulfilled any military service obligations.
- Must have thorough knowledge of one EU official language and satisfactory knowledge of another.
- Must be physically fit to perform the duties.
Qualifications
- Must have completed university studies (diploma) and at least one year of professional experience if the normal period of study is three years, or at least four years of study with no professional experience requirement.
Professional Experience
- At least 13 years (for 3-year education) or 12 years (for 4-year education) of relevant full-time professional experience in HR or related fields.
Language Skills
- Must have excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate second language proficiency.
Selection Criteria
- At least 5 years of management experience (e.g., Head of Unit, Team Leader).
- Proven experience in implementing EU Staff Regulations.
- Experience in developing HR guidelines and policies.
- Experience in managing staff-related budgets.
- Experience in engaging with all levels of management.

Selection Procedure
- Pre-selection panel evaluates applications and invites shortlisted candidates to written tests and interviews.
- Written tests are in English, test written communication, knowledge, and drafting skills, with a minimum score of 6 out of 10 required to be shortlisted.
- Interviews are also in English, assessing suitability, professional knowledge, and motivation, with a minimum score of 6 out of 10.
- Shortlisted candidates are invited to an assessment centre with individual/group exercises and interviews, unless they have participated in one within the past 2 years.
- The reserve list of successful candidates is established and valid until 31 December 2020. It may be renewed.
Appointment and Conditions of Employment
- Contract type: Temporary agent fixed-term contract for 3 years with a probation period of 9 months.
- Estimated start date: 1 January 2020.
- Grade: AD 10, with a monthly basic salary of €8,876.57.
- Remuneration package includes Union tax, correction coefficient for Paris, and various benefits based on family situation and origin.
- Annual leave: 2 days per month, plus additional days for age, grade, and supplementary home leave.
- Benefits: EU Pension Scheme, sickness and insurance coverage, travel insurance, and others.
