Main Purpose
The Human Resources Specialist will provide organisational and administrative support to HR activities, including the recruitment cycle, personnel administration, HR statistics, and the management of HR IT systems.
Main Responsibilities

Recruitment:
- Organising and administering recruitment selections.
- Maintaining recruitment records and documents.
- Recruiting and managing Seconded National Experts (SNEs).
- Budget planning and payment administration for recruitment-related expenses.

HR Statistics:
- Producing and maintaining recruitment and staff-related statistics.
- Ensuring regular monthly reporting.

Administration of Entitlements:
- Managing EBA Education Contribution and related contracts.
- Liaising with schools and maintaining a database of educational institutions.
- Budget planning and monitoring for these entitlements.

HR IT System Administration:
- Setting up personal files in the HR IT system (Allegro).
- Maintaining personal data in the system.

General HR Tasks:
- Developing HR guidelines and policies.
- Creating HR templates.
- Serving as a focal point for recruitment-related queries.
- Updating HR information on the intranet.
- Performing other tasks as assigned by the Director of Operations or Principal HR Officer.
Requirements
1. Eligibility Criteria
- Language: Fluency in one EU language and satisfactory knowledge in another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Rights and Obligations: Full citizen rights and fulfilled military service obligations.
- Fitness: Physically fit for the role.
- Criminal Record: Must provide a certificate of no criminal record.
- Medical Examination: Required to meet the conditions of employment.
2. Qualifications and Experience
- Education: Minimum of three years of university-level education, with a diploma.
- Professional Experience: At least 6 years of full-time experience, including 3 years in recruitment and HR statistics, preferably in a multinational environment.
- Language Skills: Excellent English (written and spoken). Native speakers must demonstrate proficiency in a second EU language.
