Human Resources Specialist Position
Main Purpose
The Human Resources Specialist will provide organisational and administrative support in all HR areas, including:
- Employment cycle (recruitment, selection, termination)
- Personnel and HR administration (rights, entitlements, leave management)
- Payroll and personnel budget management
Main Responsibilities

Employment Cycle Support
- Organise and administer recruitment and selection processes
- Maintain recruitment documentation and statistics
- Manage personal files and HR database

Personnel and HR Administration
- Assist in setting up individual rights and entitlements
- Provide consultancy on HR-related rights and obligations
- Serve as a focal point for internal and external HR queries
- Manage leave and absences, including unpaid, maternity, parental, and special leaves
- Coordinate with external interim staff providers
- Develop HR guidelines, policies, and procedures
- Ensure timely communication of HR rule changes
- Support financial aspects of HR activities

Payroll and Budget Management
- Administer monthly payroll and individual entitlements
- Prepare salary payment documentation with PMO
- Monitor personnel budget spending
- Assist in budget planning and year-end closure
- Handle payroll and expense administration
Requirements
Eligibility Criteria

Fluency in one EU language and satisfactory knowledge of another

Nationality of an EU Member State, Iceland, Liechtenstein, or Norway

Professional Qualifications
- Minimum of three years of higher education (university studies)
- Qualifications must be issued by EU/EEA authorities or recognized as equivalent
Professional Experience
- At least 3 years of full-time professional experience in HR, recruitment, payroll, or related fields
- Experience from the date of obtaining the required diploma up to the application deadline
Language Skills
- Excellent knowledge of English (written and spoken)
- Native English speakers must demonstrate second language proficiency
- Knowledge of other EU official languages is advantageous

Selection Procedure
- Shortlisting: Based on CV, motivation letter, and eligibility grid
- Written Tests: Conducted in English, score of at least 6 out of 10 required

- Final Selection: Candidates are ranked by merit, with top scorers recruited and those scoring 12 or above placed on a reserve list valid until 31 December 2013
Appointment and Employment Conditions
- Contract Type: Fixed-term agent contract (3 years), with a 9-month probation period and possible extension
- Start Date: Expected 1 September 2013
- Function Group and Grade: Group IV, estimated monthly basic salary of €3,145.45
