The European Banking Authority (EBA) is seeking a Human Resources Specialist to support its HR activities. The position is a fixed-term contract agent for a period of 3 years, with the possibility of extension. Main Purpose
The specialist will provide organisational and administrative support across all HR functions, including recruitment, personnel administration, payroll, and employee relations. The candidate will also assist in the management of HR-related financial matters and the development of HR policies and procedures.
Main Responsibilities
- Organize and administer recruitment processes, including documentation and statistics.
- Maintain personal files and HR databases.
- Support staff throughout their employment lifecycle, including liaising with relevant authorities.
- Assist in the administration of individual rights, entitlements, and benefits.
- Manage leave, flexitime, and teleworking arrangements.
- Organize language training and related reimbursements.
- Handle financial aspects of HR activities, including reimbursements and payroll.
- Support personnel budget planning and monitoring.
- Perform other tasks as required by the Director of Operations or Head of Human Resources Unit.
Requirements
Eligibility Criteria
- Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Must be entitled to full citizen rights and have fulfilled military service obligations.
- Must have thorough knowledge of one EU official language (e.g., English) and satisfactory knowledge of another.
- Must be physically fit for the role.
Qualifications
- A university degree (at least 3 years) with a diploma.
- At least 1 year of relevant professional experience.
Professional Experience
- At least 6 years of full-time professional experience in HR, recruitment, or related fields.
Language Skills
- Excellent knowledge of English (written and spoken).
- Native English speakers must demonstrate second language skills.
- Advantageous to have French at B2 level.
Competencies
- Excellent IT skills (MS Office and HR tools like Allegro).
- Customer-oriented attitude.
- Strong sense of responsibility, commitment, and cooperation.
- Proactive and efficient work under time pressure.
- Ability to manage workload and support the team.
Selection Procedure
- Written tests in English, scoring 10 points with a minimum of 6 points required to pass.
- Interviews in English, scoring 10 points with a minimum of 6 points required to pass.
- Total score of 12 or higher is required to be placed on the reserve list.
- Confidentiality is strictly maintained; any contact with the selection committee is prohibited.
Appointment and Conditions of Employment
- Contract type: Fixed-term contract agent for 3 years with a probation period of 9 months.
- Estimated start date: 1 April 2019.
- Function group and grade: FG IV, estimated monthly basic salary of €3,462.02.
- Remuneration package: Includes Union tax, correction coefficient for Paris, and various benefits based on family situation and origin (e.g., expatriation allowance, education allowance, etc.).
- Annual leave: 2 days per calendar month plus additional days for age and grade, and 2.5 days of supplementary home leave for those with expatriation allowance.
- Benefits: EU Pension Scheme, sickness and accident insurance, travel insurance for missions, and unemployment/invalidity allowance.
