The European Banking Authority (EBA) is seeking a Human Resources Officer for a temporary agent fixed-term contract of 3 years, with the possibility of extension. The position is based in London, United Kingdom, although the EBA may relocate to another EU Member State due to Brexit, and the timing and location of the relocation are currently unknown.
The role involves providing comprehensive support across all HR functions, including recruitment, employment cycle management, personnel administration, payroll, training, and external service coordination. The successful candidate will be part of the Operations Department's Human Resources unit and will report to the Director of Operations and/or Principal HR Officer.
Main Purpose
To contribute and provide organisational and administrative support to HR activities related to:
- Recruitment and selection
- Employment cycle management
- Personnel and HR administration
- Payroll and budget planning
- Training and development
- External service providers
Main Responsibilities
- Recruitment and Employment Cycle: Maintain the establishment plan, organise recruitment, manage employment contracts, and ensure compliance with HR policies.
- Learning and Development: Conduct training needs analysis, develop and implement training plans, and manage related budgets.
- Personnel and HR Administration: Maintain personal files, manage leave and flexi-time, support performance appraisals, and maintain HR statistics.
- External Services Providers: Monitor contracts with medical and interim staff providers, and manage training and language-related activities.
- Personnel Budget and Payroll: Assist in budget planning, ensure accurate payroll administration, and support year-end closure activities.
- General HR Responsibilities: Develop HR guidelines and policies, act as a focal point for queries, and manage HR-related financial transactions.
Requirements
Eligibility Criteria
- Nationality: EU Member State or EEA (Iceland, Liechtenstein, Norway)
- Full citizen rights
- Completed at least three years of university education
- Proficiency in one EU official language and satisfactory knowledge in another
- Physical fitness
Professional Experience
- Minimum 3 years of relevant full-time professional experience in HR or similar roles within an EU institution
- Experience in recruitment, personal file administration, entitlements, budget planning, training, and HR IT systems
Language Skills
- Excellent knowledge of English (both written and spoken)
- Native English speakers must demonstrate second language proficiency
Selection Criteria
- Proven experience in recruitment, personal file administration, and entitlements
- Experience in HR budget planning and execution
- Support for performance appraisals and reclassification
- Training needs analysis and implementation
- HR policy development
- Procurement and HR statistics management
- Strong IT skills (MS Office with focus on Excel)
- Familiarity with HR IT tools such as Allegro

Appointment and Conditions of Employment
