Overview
The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010. It plays a key role in ensuring a high-quality, effective, and consistent level of banking regulation and supervision across the EU, with a focus on promoting financial stability, transparency, and the protection of depositors and investors. The EBA collaborates closely with other EU financial regulators such as EIOPA, ESMA, the Joint Committee, and the ESRB as part of the European System of Financial Supervision (ESFS).
Position: Policy Expert (SMEs)
Core Responsibilities
- Assessing the adequacy of risk weightings and thresholds for SMEs in prudential regulation using centralised databases and other data sources.
- Monitoring and testing regulatory options for capital requirements in the banking sector, especially for SMEs.
- Engaging with national authorities to evaluate the impact of regulatory changes on the EU banking sector and its customers.
- Improving the EBA's input material to enhance its ability to assess regulatory impacts.
Eligibility Criteria
- Language Requirements: Proficiency in at least one EU language and satisfactory knowledge in another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Education: Minimum of three years of university-level education in economics, statistics, science, or related fields, with a diploma.
- Professional Experience: At least 3 years of relevant experience, including 2 years in microeconomic/statistical research or SMEs-related work.
- Criminal Record and Health: Must provide a certificate of no criminal record and pass a medical examination.
Selection Criteria
- Proven knowledge of economics and statistical research in banking and financial matters.
- Experience in SME sector analysis, particularly in SME financing.
- Understanding of EU banking regulation and supervision.
- Ability to communicate effectively in English and present regulatory impact assessments.
- Experience in dealing with a wide range of stakeholders.

Selection Procedure
The selection process includes:
- Analysis of Applications: CV, motivation letter, and eligibility criteria grid are evaluated to create a shortlist.
- Written Tests: Conducted in English, focusing on communication, knowledge, and drafting skills. Minimum score: 6 out of 10.
- Interviews: Held in English to assess suitability, professional knowledge, and motivation. Minimum score: 6 out of 10.
- Recruitment: Candidates with the best scores are recruited, while those scoring 12 or above are placed on a reserve list valid until 31 December 2014. Note: Reserve list inclusion does not guarantee recruitment.
Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract for three years, with a six-month probation period and possible extension.
- Start Date: Expected to start on 1 December 2013.
- Grade: AD 6.
- Salary: Estimated monthly basic salary is €4,921.28.
- Employment Benefits:
- Salaries are exempt from national tax and subject to Community tax at source.
- A correction coefficient of 34.4% applies for the UK.
- Eligibility for various allowances based on family situation and origin (expatriation, household, child, education, etc.).
- Additional annual leave based on age, grade, and distance from origin.
- Access to EU pension scheme after 10 years of service.
- Coverage under EU sickness and accident insurance schemes.
- Travel insurance for missions.

- Important Note: Appeals to the Ombudsman do not suspend the time limits for the Civil Service Tribunal. Also, administrative procedures must be followed before lodging an appeal.
