Main Purpose
The Policy Expert position aims to support the EBA's regulatory and policy work in the areas of liquidity and/or leverage ratios. The role is crucial in ensuring the consistent and effective application of European legislation and contributing to the development of the Single Rule Book in banking. The expert will also help in the creation of high-quality regulations and their implementation across EU member states.
Key Responsibilities
- Policy Development: Prepare policy stances and provide advice on liquidity and/or leverage-related issues.
- Guidelines and Standards: Participate in the development of guidelines and binding technical standards in line with the EBA Work Program.
- External Representation: Represent the EBA externally in technical discussions related to liquidity and/or leverage.
- Internal Support: Assist internal committees and subgroups, including facilitating external consultations and impact assessments.
- Collaboration: Work with other ESAs and ESRB to develop coordinated policy positions.
- Data Analysis: Conduct data analysis and provide analytical support for impact assessments and supervisory reporting requirements.
- Q&A Process: Participate in the EBA's Q&A process regarding liquidity and leverage ratios.
Eligibility Criteria
General Eligibility
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Must be entitled to full citizen rights.
- Must have fulfilled any military service obligations.
- Must be physically fit for the role.
- Must have thorough knowledge of one EU language and satisfactory knowledge of another.
- Must provide a certificate of no criminal record and pass a medical examination.
Specific Eligibility
- Education: At least a three-year university degree, with a diploma attesting to this.
- Professional Experience: Minimum of 3 years of full-time experience in bank regulation, banking supervision, or central bank operations.
- Language Skills: Excellent knowledge of English, with native speakers required to demonstrate proficiency in a second EU language.

Selection Procedure
- Shortlisting: The selection committee evaluates CVs, motivation letters, and eligibility grids to establish a shortlist.
- Written Tests: Conducted in English, testing written communication, knowledge, and drafting skills. Minimum score: 6/10.
- Interviews: Held in English, assessing suitability, knowledge, and motivation. Minimum score: 6/10.
- Final Ranking: Candidates are ranked by merit. Those scoring 12 or above are placed on a reserve list valid until 31 December 2014.
Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of three years with a six-month probation period, possibly extendable.
- Starting Date: Expected to start on 16 December 2013.
- Grade: AD 6, with a monthly basic salary of €4,921.28.

- Exempt from national taxes; Community tax at source applies.
- Correction coefficient of 34.4% for UK-based staff.
