The European Banking Authority (EBA) is an independent EU authority established in 2011. It plays a key role in enhancing the functioning of the EU internal market by promoting consistent and effective regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting issues. The EBA collaborates closely with other EU financial regulators such as EIOPA and ESMA, as well as the Joint Committee and ESRB.
The EBA is currently seeking a Policy Expert to be based in its London office. The role involves analyzing the interaction between prudential regulation and the real economy, particularly focusing on the financial sector and SMEs. The Policy Expert will assess the risk weighting and thresholds for SMEs, evaluate the impact of regulatory options on capital requirements, and contribute to the development of EBA policy positions in the EU.
Main Responsibilities
- Assessing the adequacy of risk weightings and thresholds for SMEs using EBA's centralised database and other relevant data sources.
- Monitoring and testing various regulatory options and calibrations for specific banking products and customer segments.
- Engaging with national authorities to gather insights on regulatory assessments across the EU banking sector.
- Enhancing the EBA's input material for better regulatory impact assessments.
Requirements
1. Eligibility Criteria
- Language Proficiency: Excellent knowledge of English (both written and spoken), and satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Civic Rights: Must be entitled to full rights as a citizen.
- Military Service: Must have fulfilled any applicable military service obligations.
- Physical Fitness: Must be physically fit to perform the duties of the position.
- Criminal Record: Must provide a certificate confirming no criminal record.
- Medical Examination: Must pass a medical examination as per Article 12 (2)(d) of the Conditions of Employment of Other Servants of the European Communities.
2. Qualifications and Experience
- Education: Completed university studies in economics, statistics, or science, with a diploma.
- Experience:
- For a 3-year degree: At least 7 years of relevant professional experience, including at least 5 years in microeconomic/statistical research.
- For a 4-year degree: At least 6 years of relevant professional experience, including at least 5 years in microeconomic/statistical research.
3. Knowledge and Skills
- Proven expertise in economics and statistical research related to banking and financial matters.
- Experience in analyzing the SME sector, with a focus on SME financing.
- Ability to provide information and presentations on regulatory impact assessments.
- Experience in engaging with a wide range of stakeholders in the financial sector.

Selection Procedure
- Selection Committee: Established to review applications, shortlist candidates, and conduct written tests and interviews.
- Written Tests: Conducted in English, with a total score of 10. Minimum passing score is 6.
- Interviews: Conducted in English, with a total score of 10. Minimum passing score is 6.
- Recruitment: Successful candidates will be ranked by merit, with the top candidates recruited. Those scoring 12 or above will be placed on a reserve list valid until 31 December 2013.

Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract of three years with a six-month probation period, potentially extendable.
- Starting Date: Expected to start on 1 November 2013.
- Grade: AD 7, with an estimated monthly basic salary of €5,568.11.

- Exemption from national tax; Community tax at source applies.
- Correction coefficient of 34.4% for UK staff.
