The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010. Main Responsibilities
- Policy Development: Prepare policy stances and provide policy advice in the area of credit risk.
- Guidelines and Standards: Lead the development of guidelines and binding technical standards in line with EU regulatory processes and quality standards.
- External Consultations: Facilitate external consultations, implementation studies, training, and impact assessments related to credit risk regulations.
- Representation: Represent the EBA externally in technical discussions on credit risk.
- Collaboration: Cooperate with other ESAs and the ESRB to ensure coordinated and possibly joint policy stances and standards.
Key Requirements
1. Eligibility Criteria
- Language Proficiency: Excellent knowledge of English (written and spoken), and satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Legal Rights: Full rights as a citizen, no criminal record, and fulfilled military service obligations (if applicable).
- Physical Fitness: Must be physically fit to perform the duties of the position.
2. Qualifications
- Education: Completed university studies (with a diploma) and at least one year of professional experience if the normal period of education is three years, or a diploma alone if the normal period is four years or more.
- Professional Experience: Minimum of 10 years (for a 3-year education) or 9 years (for a 4-year education) of relevant full-time experience, with at least three years in credit risk analysis or related regulatory work.
3. Selection Criteria
- Strong knowledge of EU banking regulation.
- Proven drafting skills for regulatory products.
- Strong analytical skills, particularly in credit risk.
- Experience in credit risk regulation and/or supervision.
- Ability to present information and provide updates to management.
- Experience in an EU/multicultural/international environment.
- Advantageous: Experience with quantitative data analysis.
- Personal qualities: Self-management, flexibility, fast learning, excellent communication, teamwork, and efficiency under time pressure.
Selection Procedure
- Committee: A selection committee will evaluate applications based on CV, motivation letter, and eligibility criteria grid.
- Shortlisting: Shortlisted candidates may be invited to written tests and interviews.
- Written Tests: Conducted in English, testing written communication, job-related knowledge, and drafting skills. Minimum score: 6/10.
- Interviews: Conducted in English, assessing suitability, professional knowledge, and motivation. Minimum score: 6/10.
- Recruitment: Successful candidates will be listed in order of merit. The highest scorers will be recruited, and those scoring 12 or above will be placed on a reserve list valid until 31 December 2013.
- Confidentiality: The selection committee's work is strictly confidential, and contact with its members is forbidden.
Appointment and Employment Conditions
- Contract: Temporary agent fixed-term contract for three years, with a six-month probation period and possible extension.
- Start Date: Expected to start on 1 June 2013.
- Grade: AD 8, with an estimated monthly basic salary of €6,299.95.

- Important Note: The Civil Service Tribunal does not review decisions unless there is a breach of procedures. Appeals to the Ombudsman do not affect the time limits for other procedures.
