Job Overview
The EBA is currently seeking a Head of the Registration, Recovery and Resolution Policy Unit for its London office. This position is part of the EBA's regulatory work, focusing on structural measures, crisis management, shadow banking, extraterritoriality, and third-country relationships. The candidate will lead a team of regulatory policy experts and contribute to the development of EU banking regulations.
Main Purpose
The main purpose of the role is to:
- Lead the EBA’s regulatory work on registration, early intervention, recovery, and resolution policies for the EU banking sector;
- Contribute to the development of regulations on guarantee schemes, business structures, and anti-money laundering (AML) policies;
- Coordinate with national and international stakeholders to ensure supervisory convergence and effective policy implementation.
Main Responsibilities
- Leading the development of draft regulations, policy positions, and technical standards;
- Building and coordinating the EBA's capacity in regulatory policy;
- Managing internal and public consultations on technical standards;
- Contributing to internal and external regulatory reports;
- Fostering strategic relationships with national regulators and international bodies;
- Defining and coordinating the Unit’s work programme;
- Representing the Unit in meetings and policy discussions;
- Ensuring efficient communication between the EBA and relevant authorities.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway;
- Must be entitled to full citizen rights;
- Must have fulfilled any military service obligations;
- Must be physically fit;
- Must have a certificate of no criminal record and pass a medical examination.
2. Qualifications
- A university degree with at least one year of professional experience (if 3-year education) or a degree with no additional experience (if 4-year education);
- At least 13 years (for 3-year education) or 12 years (for 4-year education) of relevant professional experience, including at least 5 years in a comparable financial supervision or risk management role.
3. Language Skills
- Excellent knowledge of English (written and spoken);
- Knowledge of other EU official languages is an advantage.
4. Selection Criteria
- Proven experience in designing, drafting, and negotiating banking regulations;
- Comprehensive knowledge of early intervention, recovery, resolution, guarantee schemes, and AML regulations;
- Experience in coordinating policy experts at an international level;
- Strong communication and stakeholder engagement skills;
- Experience in managing teams, planning work streams, and motivating staff.

Selection Procedure
- The selection process involves a selection committee that evaluates CVs, motivation letters, and eligibility grids;

- Successful candidates will be ranked by merit, with the top candidates being recruited and others placed on a reserve list valid until 31 December 2013.
Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract for 3 years with a 6-month probation period, potentially extendable;
- Expected Start Date: 1 March 2013;
- Grade: AD 10;
- Estimated Monthly Salary: €8,064.86 (excluding national taxes);
- Benefits: Includes Community tax, expatriation allowances, annual leave, pension scheme, sickness and accident insurance, and travel insurance.
