EBA Policy Expert Position Summary

The European Banking Authority (EBA) is an independent EU authority established in 2011 to enhance the functioning of the EU internal market by ensuring a high quality, effective, and consistent level of regulation and supervision in the banking, payments, and e-money sectors. It plays a key role in promoting financial stability, market transparency, and the protection of depositors and investors. The EBA collaborates closely with other EU financial regulators such as EIOPA, ESMA, and the ESRB.

The EBA is currently seeking a Policy Expert to join the Credit, Market and Operational Risk Policy Unit in the Regulation Department. The role involves leading the drafting of reports and guidelines, conducting quantitative analysis, and providing policy advice on credit risk-related topics, including SMEs and macro-prudential regulation.

Main Responsibilities

• Lead the development of reports and quantitative analysis of the prudential framework, with a focus on credit risk.
• Prepare policy stances and provide policy advice in prudential regulation.
• Assist in designing internal EBA processes for responding to national authorities' consultations.
• Support internal committees and subgroups.
• Develop and ensure the timely completion of guidelines and binding technical standards.
• Facilitate external consultations, implementation studies, training, and impact assessments.
• Represent the EBA externally on a technical level.
• Execute other tasks as required by the Head of the unit.

Requirements

Eligibility Criteria

• Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
• Must have full citizen rights and have fulfilled any military service obligations.
• Must be physically fit for the role.
• Must provide a certificate of no criminal record and undergo a medical examination.

Qualifications

• A university degree with a diploma, and at least one year of professional experience (if the degree is 3 years) or no professional experience required (if the degree is 4 years or more).
• Qualifications must be from EU/EEA Member States or recognized as equivalent.

Professional Experience

• Minimum of 10 years (for 3-year degrees) or 9 years (for 4-year degrees) of full-time professional experience.
• At least 6 years in financial stability, bank regulation, banking supervision, or economic research.

Language Skills

• Excellent knowledge of English (written and spoken).
• Native English speakers must prove proficiency in a second EU language.
• Knowledge of other EU languages is an advantage.

Selection Criteria

• Excellent drafting skills and experience in policy paper writing.
• Experience in coordinating projects and managing drafting teams.
• In-depth knowledge of EU banking regulation, preferably with a supervisory or financial stability background.
• Professional experience in economic analysis of financial, regulatory, or supervisory issues.
• Strong organizational and planning abilities for long-term deliverables.

Competencies

• Proven ability to engage with a wide range of stakeholders in an EU or multicultural environment.
• Strong self-management skills, including the ability to work independently and meet tight deadlines.
• High sense of responsibility.
• Excellent communication skills.

Selection Procedure

The procedure includes:

1. Establishment of a selection committee to review applications.
2. Analysis of application documents (CV, motivation letter, eligibility grid) to create a shortlist.
3. Written tests in English, covering communication, knowledge, and drafting skills. Minimum score: 6 out of 10.
4. Interviews in English, assessing suitability, knowledge, and motivation. Minimum score: 6 out of 10.

Successful candidates are ranked by merit, with those scoring at least 12 placed on a reserve list valid until 31 December 2014. Being on the reserve list does not guarantee recruitment.

Appointment and Employment Conditions

• Contract type: Temporary fixed-term contract of 3 years with a 9-month probation period and possible extension.
• Starting date: Expected 1 November 2014.
• Grade: AD 8, with an estimated monthly basic salary of €6,350.35.
• Remuneration details: Refer to Articles 62–70 and Annex VII of the Staff Regulations.

Summary of Employment Benefits

• Salaries: Exempt from national tax; Community tax at source applies.
• Correction coefficient: 1.392 (UK-specific).
• Benefits: Expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, removal cost reimbursement, and temporary daily subsistence allowance.
• Leave entitlement: 2 days per calendar month, plus supplementary home leave (2.5 days) for those on expatriation allowance.
• Insurance: EU Pension Scheme, sickness and accident insurance, unemployment and invalidity allowance, and travel insurance.

• Complaint to the European Ombudsman: Must be preceded by administrative steps and does not suspend the time limits for other appeals.
