The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. It plays a key role in enhancing the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting issues. The EBA collaborates closely with other EU financial regulators such as EIOPA, ESMA, the Joint Committee, and the ESRB as part of the European System of Financial Supervision (ESFS).
Main Responsibilities
The Policy Expert will be responsible for:
- Leading the development of reports, guidelines, and binding technical standards related to credit risk.
- Providing policy advice and stances on credit risk and prudential regulation in the EU and international fora.
- Supporting internal committees and subgroups.
- Facilitating external consultations, implementation studies, training, and impact assessments.
- Representing the EBA externally in credit risk-related technical discussions.
- Performing other related tasks as required by the Head of the Credit, Market and Operational Risk Policy Unit.
Key Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Must be entitled to full citizen rights and have fulfilled any military service obligations.
- Must be physically fit for the role.
- Must provide a certificate of no criminal record and undergo a medical examination.
2. Qualifications
- A university degree (at least 3 years of study) with at least one year of professional experience, or a 4-year degree with no minimum experience.
- Qualifications must be recognized by EU or EEA authorities, or equivalent.
3. Professional Experience
- Minimum of 10 years (for 3-year degree) or 9 years (for 4-year degree) of relevant full-time experience.
- At least 6 years of experience in credit risk supervision, financial stability analysis, or related regulatory work.
- Experience in multiple areas is an advantage.
4. Language Skills
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
- Knowledge of other EU languages is beneficial.
Selection Criteria
- Proven experience in credit risk regulation, preferably in banking supervision or IRB model implementation.
- Good understanding of EU banking regulation.
- Strong drafting and report-writing skills.
- Ability to present and communicate regulatory developments to management.
- Competencies include knowledge of economics and statistical research, self-management, flexibility, communication skills, and teamwork.

Selection Procedure
- A selection committee will review applications and shortlist candidates.
- Shortlisted candidates may be invited for written tests and interviews.

- Interviews assess suitability, professional knowledge, and motivation (minimum score: 6/10).
- Successful candidates are ranked by merit, with the top scorers recruited and those scoring 12 or above placed on a reserve list valid until 31 December 2014.
Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract (3 years), with a probation period of 9 months and possible extension.
- Starting Date: Expected 1 November 2014.
- Grade: AD 8.
- Salary: Estimated monthly basic salary of €6,350.35, with a correction coefficient of 1.392 applicable in the UK.
- Benefits: Includes Community tax, expatriation allowance, pension, sickness insurance, unemployment allowance, travel insurance, and other entitlements based on family situation and origin.
- Location: EBA offices in London, United Kingdom.
