Overview
The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010. Job Description
The Policy Expert position is part of the EBA's Registration, Recovery and Resolution Unit. The role involves:
- Developing guidelines and binding technical standards for prudential requirements related to licensing, anti-money laundering (AML), and resolution/insolvency procedures.
- Supporting national authorities in implementing and applying these standards consistently.
- Engaging with stakeholders and contributing to regulatory developments in shadow banking and structural banking measures such as ring-fencing and separation of retail and investment banking activities.
- Representing the EBA externally and facilitating consultations, training, and impact assessments.
- Coordinating with other ESAs and the ESRB to ensure regulatory convergence and coordinated policy stances.
Main Responsibilities
- Preparing policy stances and providing expert policy advice.

- Supporting internal committees and subgroups.
- Ensuring timely and quality completion of regulatory outputs.

Requirements
1. Eligibility Criteria
- Language: Proficiency in one EU language and satisfactory knowledge in another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Rights: Full citizen rights and completion of any military service obligations.
- Fitness: Physical fitness for the role.
- Criminal Record: Must provide a certificate confirming no criminal record.
- Medical Examination: Required to meet Article 12 (2)(d) of the Conditions of Employment of Other Servants.
2. Qualifications
- Must have a university-level education (diploma) and at least one year of relevant professional experience, or a diploma with at least three years of professional experience.
- Only qualifications from EU or EEA Member States or recognized equivalents are accepted.
3. Professional Experience
- Minimum of 7 years (for 3-year education) or 6 years (for 4-year education) of relevant full-time experience.
- At least 3 years in financial regulation or supervision.
4. Language Skills
- Excellent knowledge of English (written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
5. Selection Criteria
- Proven knowledge of EU banking regulation and its implementation in licensing, AML, or resolution procedures.
- Experience in drafting policy stances and regulations.
- Ability to present and communicate regulatory developments to management.
- Experience in engaging with EU legislative stakeholders.
- Professional experience in regulation, supervision, or banking operations.

Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract, 3 years with a 6-month probation period, possibly extendable.
- Starting Date: Expected 1 August 2013.
- Grade: AD 7.
- Salary: Estimated monthly basic salary of €5,568.11.
- Employment Benefits:
- Exempt from national tax, with Community tax at source.
- Correction coefficient of 34.4% applies.
