EBA Statistician Position Summary

The European Banking Authority (EBA) is an independent EU authority established in 2011 and tasked with ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, and e-money. It plays a key role in the European Supervisory Forum (ESFS) and collaborates closely with other EU supervisory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB.

The EBA is currently seeking a Statistician with data warehousing expertise to support its supervisory data management and analysis activities. The role involves maintaining and developing databases, creating user-friendly tools for data exploitation, and working with IT and supervisory reporting teams (e.g., FINREP and COREP).

Main Responsibilities

• Data Management: Contributing to ad-hoc data collections and data quality management to ensure accuracy, consistency, and comparability.
• Database Solutions: Developing solutions for the collection, storage, and use of large supervisory data sets.
• Data Exploitation Tools: Creating and maintaining IT solutions for data analysis, including interactive web tools that integrate statistics and GIS data.
• Collaboration: Working with the EBA’s IT team and supervisory reporting staff.
• Oversight Support: Supporting other oversight activities within the EBA.

Key Requirements

1. Eligibility Criteria

• Language Skills: Proficiency in one EU language and satisfactory knowledge in another.
• Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
• Criminal Record: Must provide a certificate of no criminal record.
• Medical Fitness: Must undergo a medical examination.
• Education:
  • A diploma in economics or a related field, with at least one year of professional experience (if university education is 3 years).
  • Or a diploma in economics or a related field with a 4-year university education and at least 6 years of professional experience.
• Qualification Recognition: Must be recognized by EU or EEA authorities, or by a designated body in the EU if obtained abroad.

2. Professional Experience

• At least 7 years (for 3-year education) or 6 years (for 4-year education) of full-time professional experience in statistics, preferably in banking regulation or supervision.
• Experience is counted from the date of diploma award to the application deadline.

3. Language Requirements

• Excellent knowledge of English (both written and spoken).
• Native English speakers must demonstrate proficiency in a second EU language.
• Knowledge of other EU languages is an advantage.

4. Technical and Professional Competencies

• Strong knowledge of database organisation and data management.
• Proficient in Statistical Analysis Software (SAS) and MS Office (particularly Excel and Access).
• Familiarity with statistical theory and techniques, especially in the context of banking and financial data.
• IT skills and ability to create graphics presentations.
• Experience in EU/multicultural/international environments.
• Ability to manage workload independently, be flexible, and fast learners.
• Strong communication skills and teamwork abilities, with the capacity to work efficiently under time pressure.

Selection Procedure

• A selection committee will be formed, and applicants will be informed of its composition.
• Written tests in English will assess communication, knowledge, and drafting skills (minimum score: 6/10).
• Interviews in English will evaluate suitability, professional knowledge, and motivation (minimum score: 6/10).
• Successful candidates will be ranked by merit. Those scoring 12 or above will be placed on a reserve list valid until 31/12/2015.
• Conflict of interest declaration is required before recruitment.

Appointment and Employment Conditions

• Contract Type: Temporary fixed-term contract for three years, with a probation period of nine months and the possibility of extension.
• Starting Date: Expected to start on 1 August 2015.
• Function Group and Grade: AD 7, with an estimated monthly basic salary of €5,612.65.
• Employment Benefits:
  • Salaries: Exempt from national tax, with a Community tax at source.
  • Correction Coefficient: 50.7% applies for the UK.
  • Allowances: May include expatriation, household, dependent child, education, and installation allowances.
  • Leave Entitlement: 2 days per calendar month plus supplementary home leave.
  • Insurance: EU pension, sickness, accident, unemployment, and invalidity insurance, and travel insurance for missions.

Appeal Procedure

• Candidates may appeal decisions under Article 90(2) of the Staff Regulations or Article 270 of the Treaty on the Functioning of the EU.
• Appeals must be submitted to the European Union Civil Service Tribunal within 3 months of notification.
• Complaints to the European Ombudsman are also possible, but must be preceded by administrative steps.
