The European Banking Authority (EBA) is an independent EU institution established on 1 January 2011 under Regulation (EC) No. 1093/2010. It plays a crucial role in ensuring a high-quality, effective, and consistent level of regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting. The EBA collaborates closely with other European Supervisory Authorities (ESAs) such as EIOPA and ESMA, and is part of the European Systemic Risk Board (ESRB) framework.
The EBA is currently recruiting a Legal Officer for its London office. The role is part of the Legal Unit and involves providing legal advice and support to the EBA's governing bodies, management, and core functions.
Main Responsibilities
- Provide legal support for the EBA's regulatory, oversight, consumer protection, and financial innovation activities.
- Advise on the interpretation and application of EU and sectoral legislation.
- Support the EBA's operations in areas such as data protection, access to documents, HR, procurement, and internal governance.
- Draft and interpret internal rules, procedures, and decisions.
- Assist with legal matters related to appeals to the Board of Appeal and the Court of Justice of the European Union (CJEU), as well as public complaints and the European Ombudsman.
- Participate in working groups and represent the EBA in technical discussions with other ESAs, EU institutions, and competent authorities.
- Perform other related tasks as required by the Head of the Legal Unit.
Key Requirements
1. Eligibility Criteria
- Language: Proficiency in at least one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Rights: Full rights as a citizen and no criminal record.
- Military Service: Must have fulfilled any applicable obligations.
- Health: Must be physically fit for the role.
2. Qualifications
- A degree in law (at least three years of university studies).
- Candidates with degrees in other fields but with additional legal training may be considered if they can practice as a lawyer in an EU or EEA Member State.
3. Professional Experience
- At least 3 years of relevant full-time legal experience after obtaining the required degree.
- Experience is counted from the date of diploma award to the application deadline.
4. Language Skills
- Excellent knowledge of English (both written and spoken).
- Native English speakers must prove proficiency in a second EU language.
Selection Criteria
- Proven experience in giving legal advice relevant to the EBA's tasks.
- Strong knowledge of EU law and the EU institutional framework.
- Experience in drafting legal documents in English.

Selection Procedure

Appointment and Employment Conditions
- Contract: Temporary fixed-term contract of 3 years with a 9-month probation period, potentially extendable.
- Start Date: Expected to start on 1 December 2014.
- Grade: AD 6, with a basic monthly salary of €4960.64.
