The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments by Regulation (EU) No 1022/2013. Its primary mission is to enhance the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting.
As part of the European System of Financial Supervision (ESFS), the EBA collaborates closely with other EU financial authorities, including EIOPA (Insurance) and ESMA (Securities and Markets), as well as the Joint Committee and the ESRB (European Systemic Risk Board). This cooperation is essential for supervisory convergence, international coordination, and preventing regulatory arbitrage.
Main Responsibilities of the Bank Expert Position
The Bank Expert position is focused on supervisory convergence and cooperation, particularly in the context of Supervisory Review and Evaluation Process (SREP) and the EBA Guidelines on common SREP. Key responsibilities include:
- Mapping and analyzing supervisory practices in SREP
- Supporting the development of supervisory benchmarks for Pillar 2 risks
- Assisting in home-host coordination and guiding colleges of supervisors
- Contributing to recovery planning for cross-border banking groups
- Participating in the development of technical standards and guidelines
- Preparing policy stances and advice
- Representing the EBA externally in technical matters
- Supporting internal committees and subgroups
Key Requirements for the Position
1. Eligibility Criteria
- Language: Proficiency in at least one EU language and satisfactory knowledge in another
- Nationality: Must be a national of an EU Member State, EFTA Member State, or a country with which the EU has initiated accession negotiations
- Citizenship rights: Full rights as a citizen of the EU or EFTA
- Education: At least three years of university-level education, with a recognized diploma
- Professional experience: Minimum of five years of full-time experience in bank regulation, supervision, or similar roles in the banking sector
2. Selection Criteria
- Knowledge of EU banking regulation, especially the Capital Requirements Regulation (CRR) and Capital Requirements Directive (CRD)
- Experience in supervisory risk assessment and quantitative risk assessment methods
- Stakeholder engagement: Experience in dealing with a wide range of stakeholders
- Communication and presentation skills: Must demonstrate strong abilities in these areas
3. Competencies
- Experience in EU/multicultural/international environments
- Self-management: Ability to manage workload independently and meet tight deadlines
- Attention to detail: Meticulous handling of multi-step processes and timelines
- Teamwork and interpersonal skills: Must be a good team player and work efficiently under time pressure
Additional Information
- The position is a secondment from a national supervisory authority or an IGO (International Governmental Organization), for a minimum of 12 months and up to 24 months, renewable.
- The starting date is estimated to be 1 February 2016.
- The place of employment is in London, UK, at One Canada Square, Floor 45-46.
