The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. The EBA is currently seeking a Bank Expert to work in its London office. The position is part of the Home-Host Coordination unit and involves tasks related to cross-border banking supervision, policy development, and international coordination.
Main Responsibilities
- Promote effective and efficient supervisory activities, including risk evaluation for financial institutions.
- Ensure consistent recovery planning and supervisory methods for cross-border banking groups.
- Support the functioning of supervisory colleges, including participation in their activities.
- Develop technical standards and guidelines for cross-border cooperation.
- Provide support to internal committees and subgroups.
- Facilitate briefings for EBA representatives in meetings with external stakeholders.
- Prepare policy stances and provide advice on supervision and cooperation.
- Perform other related tasks as required.
Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Legal rights: Full citizen rights and completion of any military service obligations.
- Physical fitness: Must be physically fit for the role.
2. Qualifications
- Must have completed university studies (3 or 4 years) and have a relevant diploma.
- For 3-year education: at least 10 years of professional experience, including 3 years in a comparable financial regulation or supervision role.
- For 4-year education: at least 9 years of professional experience, including 3 years in a comparable role.
3. Language Skills
- Excellent knowledge of English (written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
- Knowledge of other EU languages is advantageous.
4. Selection Criteria
- Experience with ICAAPs (Internal Capital Adequacy Assessment Processes) and Pillar 2 supervisory processes.
- Experience in cross-border banking group supervision and cooperation.
- Proven knowledge of EU banking regulations, especially those affecting cross-border banks.
- Experience in dealing with a wide range of stakeholders.

Selection Procedure

Appointment and Employment Conditions
- Contract: Temporary fixed-term contract of 3 years, with a 9-month probation period and possible extension.
- Starting date: Expected 16 September 2014.
- Grade: AD 8, with a basic monthly salary of €6,299.95.
- Employment benefits:
- Exempt from national tax, with Community tax applied.
- Correction coefficient of 39.2% applies for the UK.
