EBA Bank Expert Position Summary

Overview

The European Banking Authority (EBA), established in 2011 under Regulation (EC) No. 1093/2010 and amended by Regulation (EU) No 1022/2013, is an independent EU authority. It operates as part of the European Systemic Risk Board (ESRB) and collaborates closely with EIOPA and ESMA to ensure a consistent and effective regulatory framework across the EU. The EBA is currently seeking a Bank Expert to support its supervisory convergence efforts.

Core Content

The Bank Expert will contribute to the EBA's mission of enhancing the functioning of the EU internal market by promoting regulatory consistency, transparency, and stability. The role is central to the EBA's supervisory convergence work, which involves:

• Enhancing supervisory cooperation and coordination
• Ensuring consistency in supervisory outcomes
• Supporting the implementation of the single rulebook
• Mapping and analysing supervisory practices in the Supervisory Review and Evaluation Process (SREP)
• Drafting reports, guidelines, Q&As, and technical standards
• Providing policy advice and representing the EBA externally

Main Purpose

The primary goal of the Bank Expert is to support the EBA in achieving supervisory convergence by:

• Participating in supervisory colleges
• Contributing to joint risk assessments and decisions
• Developing reports and opinions
• Facilitating and monitoring the implementation of the single rulebook

Main Responsibilities

• Participate in supervisory colleges and home-host coordination
• Develop reports and procedures for cross-border cooperation
• Contribute to the mapping and benchmarking of SREP methodologies
• Draft technical standards and policy documents
• Represent the EBA externally in relevant areas
• Support internal committees and subgroups
• Assist in other oversight activities

Eligibility Criteria

General Requirements

• Fluency in one EU language and satisfactory knowledge in another
• Nationality of an EU Member State or EEA country (Iceland, Liechtenstein, Norway)
• Full citizen rights and no criminal record
• No outstanding military service obligations
• Physical fitness for the role

Specific Requirements

• Education: University diploma with at least one year of professional experience (if 3-year program) or no professional experience required (if 4-year program)
• Professional Experience:
  • 7 years total (including 3 years in bank regulation/supervision) for 3-year education
  • 6 years total (including 3 years in bank regulation/supervision) for 4-year education
• Language Skills: Excellent knowledge of English (written and spoken). Native English speakers must demonstrate proficiency in a second EU language.

Selection Criteria

Candidates must demonstrate:

• In-depth knowledge of EU banking regulation and supervision
• Experience in supervisory colleges or home-host cooperation
• Experience in drafting comprehensive reports or policy documents
• Ability to engage with a wide range of EU legislative stakeholders

Selection Procedure

• Shortlisting: Based on CV, motivation letter, and eligibility grid
• Written Test: In English, assessing communication, knowledge, and drafting skills (minimum score: 6/10)
• Interview: In English, assessing suitability, knowledge, and motivation (minimum score: 6/10)
• Reserve List: Candidates scoring 12/20 or above may be placed on a reserve list valid until 31 December 2016

Appointment and Employment Conditions

• Contract Type: Temporary fixed-term contract (3 years), with a 9-month probation period and possible extension
• Estimated Start Date: 1 May 2016
• Function Group and Grade: Temporary Agent 2(f) at grade AD 7
• Salary: Estimated monthly basic salary of €5,747.35 (exempt from national tax)
• Benefits: Includes expatriation allowance, annual leave, pension, sickness insurance, travel insurance, and other allowances depending on personal and family circumstances
