The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. The EBA is currently seeking a Project Support Officer to support its management in the planning, prioritisation, monitoring, execution, and follow-up of deliverables from its Work Programme. This position is based in London, United Kingdom, and the expected start date is 1 May 2014.
Main Purpose
The main purpose of the Project Support Officer is to assist EBA management in the effective implementation of the Work Programme by providing support in all phases of project management, from planning to reporting.
Main Responsibilities
- Maintain and use the EBA’s portfolio management tool.
- Assist in the design, planning, prioritisation, monitoring, execution, and reporting of the Work Programme.
- Identify upcoming milestones, such as agendas for governing bodies and internal committees.
- Track project progress, flag risks, and prioritise projects based on defined drivers.
- Help define metrics and develop standardised reporting tools.
- Prepare the Work Programme for the following year.
- Respond to inquiries about the status of the Work Programme.
- Contribute to the enhancement of internal project management processes.
- Support the preparation of the EBA’s Annual Report.
- Perform any other tasks as required by the Head of Policy Analysis and Coordination Unit.
Requirements
1. Eligibility Criteria
- Fluency in one EU language and satisfactory knowledge in another.
- Nationality of an EU Member State, Iceland, Liechtenstein, or Norway.
- Full rights as a citizen and fulfilled any military service obligations.
- Physical fitness for the role.
- A certificate of no criminal record and a medical examination before appointment.
2. Qualifications
- At least a three-year university degree, with a diploma as proof.
- Qualifications must be from EU/EEA authorities or equivalent, with recognition from relevant authorities if obtained outside the EU.
- If obtained abroad, the candidate must provide evidence of recognition by an EU/EEA authority.
3. Professional Experience
- At least 3 years of full-time, relevant project management experience.
- Experience is counted from the date of obtaining the required diploma or certificate up to the application deadline.
4. Language Skills
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
5. Selection Criteria
- Proven experience in using and developing portfolio management tools.
- Experience in dealing with a wide range of stakeholders.
- Strong drafting skills for reports.
- Required competencies include responsibility, cooperation, flexibility, a proactive attitude, workload management, deadline adherence, communication skills, and teamwork.
Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility criteria grid.
- Shortlisted candidates may be invited to written tests and interviews.
- Written tests are in English and assess communication, knowledge, and drafting skills. Minimum score: 6/10.
- Interviews are in English and assess suitability, knowledge, and motivation. Minimum score: 6/10.
- Successful candidates will be ranked by merit, with top scorers being recruited and those scoring 12 or above placed on a reserve list valid until 31 December 2014. Reserve list inclusion does not guarantee recruitment.
Appointment and Employment Conditions
- The position is a fixed-term agent contract of three years, with a nine-month probation period and possible extension.
- The candidate will be recruited into Function Group IV, with an estimated monthly basic salary of €3,145.45.
- Salaries are exempt from national tax and subject to a Community tax at source.
- A correction coefficient of 39.2% applies for the UK.
- Benefits may include expatriation, household, child, education, and installation allowances, depending on the candidate’s situation.
- Annual leave: 2 days per calendar month plus additional days for age, grade, and supplementary home leave.
- Employment includes access to the EU Pension Scheme, EU Joint Sickness and Insurance Scheme, travel insurance, and other benefits.

Appeal Procedure
- Candidates may appeal decisions under Article 90(2) of the Staff Regulations or Article 270 of the Treaty on the Functioning of the EU.
- Appeals must be submitted within 3 months of notification.
- The European Union Civil Service Tribunal is the designated body for such appeals.
- Complaints to the European Ombudsman are possible but do not affect the appeal period.
- Appeals must be preceded by administrative approaches to the relevant institution.
