The EBA is currently seeking a Bank Sector Analyst for its Oversight Department, specifically under the Risk Analysis Unit. This role is crucial for enhancing the EBA's capacity to conduct risk assessments and contribute to the broader EU financial oversight framework.
Main Responsibilities
- Conduct risk assessments and policy responses for banks across the EU, using supervisory data and other sources.
- Improve the EBA's input material for risk assessments and dashboards, including data management.
- Lead thematic analyses and produce regular risk reports on sector-wide risks and vulnerabilities.
- Engage with national authorities to gather comprehensive insights on EU banking sector risks.
- Collaborate with ESAs and ESRB to ensure cross-sectoral risk assessments and discussions on EU financial risks.
- Participate in EU-wide stress testing and other oversight initiatives.
Key Requirements
1. Eligibility Criteria
- Language Proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Legal Rights: Full rights as a citizen and no criminal record.
- Military Service: Fulfill any applicable obligations.
- Physical Fitness: Must be physically fit for the role.
2. Qualifications
- A university degree in economics or a related field, with a diploma.
- Option a: 3-year education, with at least 1 year of professional experience.
- Option b: 4-year or more education, with at least 1 year of professional experience.
- Qualifications must be recognized by EU or EEA authorities or equivalent.
3. Professional Experience
- At least 10 years (for option a) or 9 years (for option b) of relevant full-time experience in banking regulation, supervision, risk assessment, or stress testing.
- Experience must be counted from the award of the diploma to the application deadline.
4. Language Skills
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.
- Knowledge of other EU languages is an advantage.
5. Competencies
- Proven experience in banking sector risk analysis.
- Ability to design and draft sector reports.
- Strong communication and presentation skills for senior management and stakeholders.
- Experience in thematic work and stakeholder engagement.
- Experience in model development, stress testing methodologies, or quantitative analysis.
- Ability to work independently, adapt quickly, and collaborate effectively in a multicultural environment.
Selection Procedure
- Application Deadline: 12 June 2014 at 12:00 noon London time.

- Selection Process:
- Shortlisting: Based on application documents.
- Written Tests: In English, assessing communication and drafting skills. Minimum score: 6/10.
- Interviews: In English, evaluating suitability, knowledge, and motivation. Minimum score: 6/10.
- Final Selection: Candidates with total scores of 12 or above are placed on a reserve list valid until 31 December 2014. Being on the reserve list does not guarantee recruitment.
Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of 3 years, with a probation period of 9 months and possible extension.
- Starting Date: Expected to be 1 September 2014.
- Grade: AD 8.
- Salary: Estimated monthly basic salary of €6,350.35, subject to a correction coefficient of 39.2%.
- Benefits:
- Exempt from national tax, with Community tax at source.
- Potential allowances: expatriation, household, child, education, installation, and removal cost reimbursement.
- Annual leave: 2 days per calendar month, plus 2.5 days of supplementary home leave for expatriates.

Appeal Procedure
