Overview

The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. Position: Policy Expert (RRR)

Core Responsibilities

Develop guidelines and binding technical standards in resolution planning, early interventions, intra-group financial support, valuation, and resolution tools (e.g., sale of business, bridge institution, bail-in).
Provide policy advice and support to internal committees and subgroups.
Ensure timely and quality completion of regulatory documents.
Represent the EBA externally in technical matters.
Facilitate consultations, training, and impact assessments related to EBA guidelines.
Cooperate with other ESAs and the ESRB for coordinated policy stances.

Key Requirements

1. Eligibility Criteria

Language Skills: Proficient in one EU language and satisfactory knowledge in another.
Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
Legal Rights: Full rights as a citizen, no criminal record, and fulfillment of military service obligations.
Education: At least a 3-year university degree with a diploma.
Recognition: Qualifications must be recognized by EU or EEA authorities, or by a delegated body for those with studies outside the EU.

2. Professional Experience

Minimum of 3 years of full-time professional experience in financial regulation, supervision, or related fields (e.g., crisis management, corporate governance).
Experience should be relevant to the job description and may include PhD studies if supported by a study grant or salary.

3. Language Proficiency

Excellent knowledge of English (written and spoken).
Native English speakers must demonstrate proficiency in a second EU language.

4. Selection Criteria

Proven knowledge of EU banking regulation.
Experience in drafting policy stances or regulations.
Ability to present to management on regulatory developments.
Experience engaging with EU legislative stakeholders.
Experience in crisis management regulation or supervision.

Selection Procedure

Shortlisting: Based on CV, motivation letter, and eligibility grid.
Written Tests: Conducted in English, testing communication, knowledge, and drafting skills. Minimum score: 6/10.
Interviews: Held in English, assessing suitability, knowledge, and motivation. Minimum score: 6/10.
Recruitment: Candidates with the highest scores are selected; those scoring 12 or above are placed on a reserve list valid until 31 December 2014.

Employment Conditions

Contract Type: Temporary agent fixed-term contract of 3 years, with a 9-month probation period, possibly extendable.
Starting Date: Expected to start on 1 July 2014.
Salary: Grade AD 6, with a monthly basic salary of €4,921.28 (subject to correction coefficient of 1.392 for the UK).
Benefits: Includes Community tax, expatriation allowance, annual leave (2 days/month + supplementary), pension, sickness insurance, unemployment allowance, and travel insurance.
