Overview
The European Banking Authority (EBA), established on 1 January 2011 under Regulation (EC) No. 1093/2010 and amended by Regulation (EU) No 1022/2013, is an independent EU authority tasked with improving the functioning of the EU internal market. Job Description
The EBA is seeking an IT Architect to support the development and implementation of enterprise architecture strategies. The role involves defining, managing, and monitoring the target enterprise architecture across various domains, including services, applications, data, security, infrastructure, and integration. The successful candidate is expected to understand the EBA's IT strategy and anticipate future trends in the IT industry.
Main Purpose
- Provide key architecture deliverables
- Establish IT directions for the Agency
- Offer project management expertise for single or multiple projects
Main Responsibilities
- Define system, technical, and application architectures
- Collaborate with business owners to create and implement technology solutions
- Recommend actions on technical, security, and infrastructure issues
- Provide architectural leadership across projects
- Conceive solutions, build consensus, and sell solutions
- Define and implement technical standards and procedures
- Review projects in the architectural domain
- Proactively assist in defining future project directions
- Develop the Enterprise Architecture Strategy and Blueprints
Requirements
1. Eligibility Criteria
- Fluency in one EU language and satisfactory knowledge in another
- Nationality of an EU Member State, Iceland, Liechtenstein, or Norway
- Full citizen rights
- No criminal record
- Physical fitness for the role
2. Qualifications
- A diploma corresponding to completed university studies (minimum 3 years) with at least one year of professional experience, or
- A diploma corresponding to completed university studies (minimum 4 years)
Qualifications must be recognized by EU or EEA authorities or equivalent.
3. Professional Experience
- Minimum of 10 years (for 3-year education) or 9 years (for 4-year education) of full-time professional experience in IT
- At least 6 years in a comparable position in enterprise architecture
4. Language Skills
- Excellent knowledge of English (written and spoken)
- Native English speakers must prove second language proficiency
- Knowledge of other EU languages is advantageous
5. Selection Criteria
- Strong experience in IT Strategy or Enterprise Architecture (minimum 6 years) in the financial sector
- Experience in change management with at least 3 international projects
- Proven expertise in analysis, architecture standards, critical thinking, IT security, and risk management
- Deep technical understanding of architecture frameworks (e.g., TOGAF)
- Comprehensive knowledge in at least two of the following:
- RDBMS (ideally Oracle)
- Application Server (ideally Oracle WebLogic)
- Data Warehouse/Business Intelligence technologies
- Regulatory reporting (e.g., XBRL)

Selection Procedure
- Selection Committee: Established to evaluate applications

- Written Tests: Conducted in English, total score of 10, minimum 6 to pass
- Interview: Conducted in English, total score of 10, minimum 6 to pass
- Recruitment: Candidates with a total score of 12 or above are placed on a reserve list valid until 31 December 2014

Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of 3 years, with a 9-month probation period and possible extension
- Start Date: Expected to start on 1 October 2014
- Grade: AD 8
- Salary: Estimated monthly basic salary of €6350.35 (see Staff Regulations for full details)
- Employment Benefits:
- Exempt from national tax, with Community tax at source
- Correction coefficient of 39.2% applies for the UK
- Possible allowances (expatriation, household, dependent child, etc.) based on family situation and origin
- Annual leave: 2 days per month + supplementary home leave (2.5 days)
