The European Banking Authority (EBA) is an independent EU institution established in 2011, tasked with enhancing the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the banking, payments, and e-money sectors. The EBA is currently seeking an IT Support Officer to work at its London office. The role is part of the ESFS (European System of Financial Supervision) and involves supporting IT operations across pre-production and production environments.
Main Responsibilities
- Define and improve IT operations processes.
- Monitor and define KPIs for IT operations.
- Review and enhance SLAs, and define new ones.
- Serve as a single point of contact for users in incident and problem resolution.
- Track and coordinate incident and service request resolution with IT service providers.
- Assist with user inquiries regarding Microsoft Office products and develop simple VBA modules.
- Maintain the EBA's Intranet and user content.
- Draft and maintain technical documentation and user manuals.
- Contribute to technical libraries and ensure policy consistency.
- Participate in drafting technical specifications for tenders and evaluations.
- Plan and coordinate maintenance activities, particularly for the desktop environment.
- Manage hardware and software procurement under existing framework contracts.
- Develop and validate technical designs for IT infrastructure and back-office systems.
- Maintain and operate audio, video, and telephony systems.
Requirements
1. Eligibility Criteria
- Proficient in at least one EU language and satisfactory in another.
- National of an EU Member State, Iceland, Liechtenstein, or Norway.
- Full citizen rights and no criminal record.
- No outstanding military service obligations.
- Physically fit for the role.
- Minimum of three years of full-time professional experience in a comparable IT position.
- Education level equivalent to at least three years of university studies.
- Qualifications must be recognized by EU or EEA authorities or their equivalents.
- For candidates with studies outside the EU, recognition by a national authority is required.
2. Selection Criteria
- Experience in IT service desk or first-line support.
- Experience working with external IT providers (second and third line support).
- Extensive knowledge of Microsoft products including Windows 7, MS Office 2010, Windows Server 2012, and Microsoft SharePoint 2010.
- Good knowledge of developing simple VBA scripts.
- Sound knowledge of ITIL, particularly in incident and problem management.
- Good understanding of network infrastructures and audio/video/telephony systems.

Selection Procedure

Appointment and Conditions of Employment
- Contract type: Temporary fixed-term contract of three years with a nine-month probation period, possibly extendable.
- Expected start date: 1 December 2014.
- Grade: AD 6. Estimated monthly basic salary: €4960.64.
- Remuneration details are outlined in Staff Regulations (Articles 62–70 and Annex VII).
- Salaries are exempt from national tax, with a Community tax at source.
- A correction coefficient of 39.2% applies to the UK.
- Additional benefits may include expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and travel insurance.
- Annual leave: 2 days per calendar month plus supplementary home leave (2.5 days) for those entitled to expatriation or foreign residence allowance.
- Access to the EU Pension Scheme after 10 years of service.
- Coverage under the EU Joint Sickness and Insurance Scheme, accident and occupational disease insurance, unemployment and invalidity allowance.
