The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. The EBA is currently seeking a Bank Expert to be based in its London office. The position is part of the Resolution Unit and involves supporting the implementation of the EU resolution framework, particularly in cross-border banking groups.
Main Responsibilities
- Promote and monitor resolution colleges: Participate in and support the functioning of resolution colleges for individual banking groups.
- Develop resolution plans: Contribute to the creation of effective resolution plans for cross-border banking groups.
- Provide technical guidance: Help in the development of technical standards and guidelines related to financial institution resolution.
- Support internal committees: Assist EBA internal committees and subgroups.
- Prepare policy advice: Draft policy positions and provide guidance on crisis management.
- Facilitate external briefings: Prepare briefings for EBA representatives in meetings with EU policy makers and institutions.
Key Requirements
1. Eligibility Criteria
- Language proficiency: Excellent knowledge of English; satisfactory knowledge of another EU language.
- Nationality: Must be a national of an EU Member State or an EEA country (Iceland, Liechtenstein, Norway).
- Legal rights: Entitled to full rights as a citizen.
- Military service: Must have fulfilled any applicable obligations.
- Physical fitness: Must be physically fit for the role.
2. Qualifications and Experience
- Education: Must have completed university studies (at least 3 years normally) with a diploma and at least one year of professional experience, or completed 4 years of university studies with a diploma.
- Professional experience: Minimum of 10 years (for 3-year education) or 9 years (for 4-year education) of relevant full-time experience, including at least 3 years in a comparable financial regulation or supervision role.
3. Language Skills
- English is the working language of the EBA.
- Native English speakers must demonstrate proficiency in a second EU language.
- Knowledge of other EU languages is an advantage.
Selection Criteria
- Resolution experience: Practical experience in resolving banking or financial groups.
- Supervisory experience: Experience in operating supervisory or resolution colleges for cross-border groups.
- EU regulation knowledge: Proven understanding of EU banking regulation, especially related to crisis management.
- Policy drafting: Experience in drafting policies, stances, or procedures.
- Stakeholder engagement: Experience in dealing with a wide range of stakeholders in the EU.

Selection Procedure

Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract of three years, with a probation period of nine months and possible extension.
- Start date: 1 January 2016.
- Function group and grade: Temporary agent 2(f) at grade AD 8.
- Salary: Estimated monthly basic salary of €6,350.35, with details available in the Staff Regulations and related documents.
Conditions of Employment
- Taxation: Salaries are exempt from national tax; Union tax is applied.
- Correction coefficient: Applicable to UK-based staff.
- Benefits: May include expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and reimbursement of removal costs.
- Leave: 2 days of annual leave per calendar month, plus additional days for age and grade. Supplementary home leave of 2.5 days for those entitled to expatriation or foreign residence allowance.
- Insurance: Coverage under the EU Pension Scheme, EU Joint Sickness and Insurance Scheme, travel insurance for missions, and others.
