The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010 and later amended by Regulation (EU) No 122/2013. The EBA is currently recruiting a Finance Officer for its London office. This role is essential for supporting the legality and regularity of financial and procurement procedures, monitoring budget execution, providing financial reports, and ensuring compliance with EU financial regulations and internal control standards.
Main Purpose
The Finance Officer will support the EBA in maintaining the legal and regular use of financial resources, ensuring alignment with the Agency's financial regulations and EU budgetary rules.
Main Responsibilities
- Ensuring compliance with EU financial regulations and internal control standards.
- Supporting budget planning, analysis, monitoring, forecasting, and reporting.
- Monitoring budget execution across EBA units and providing advice.
- Producing regular and ad-hoc financial and budgetary reports.
- Offering support and training to staff and managers on financial procedures.
- Verifying budgetary commitments and acting as an alternate to the Financial Verifying Officer and/or Budget Officer.
- Developing activity-based management and budgeting tools.
- Assisting the Accounting Officer in managing intangible assets.
- Ensuring decisions and operations conform to applicable rules and procedures.
Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU member state, Iceland, Liechtenstein, or Norway.
- Citizenship rights: Full rights as a citizen.
- Military service: Completed obligations under applicable laws.
- Physical fitness: Required to perform the duties.
- Background check: Criminal record certificate and medical examination.
2. Selection Criteria
- Sound knowledge of EU financial and budgetary rules.
- Proven experience in financial resource monitoring and control.
- Experience in EU procurement rules and internal control standards.
- Competence in working with financial systems like ABAC.
- Advanced MS Excel skills (tested during interviews).
- Advantageous to have a professional qualification in finance or accounting (e.g., ACCA, CA, CFO).

Selection Procedure
- Shortlisting: Based on CV, motivation letter, and eligibility grid.

- Final selection: Candidates with the highest scores are recruited, with those scoring 12 or above placed on a reserve list valid until 31 December 2014.
Appointment and Employment Conditions
- Contract type: Temporary fixed-term contract for 3 years, with a 6-month probation period and possible extension.
- Start date: Expected 16 January 2014; early appointment possible.
- Grade: AST 4.
- Salary: Estimated monthly basic salary of €3,844.31.
- Taxation: Salaries are exempt from national tax; Community tax at source applies.
- Benefits: May include expatriation, household, child, education, and installation allowances, depending on family and origin.
- Leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
- Insurance: EU pension scheme, sickness and accident insurance, unemployment and invalidity allowance, and travel insurance for missions.

- European Ombudsman: Complaints can also be made, but they do not suspend the time limits for appeals to the Tribunal. Administrative steps must be taken before lodging a complaint with the Ombudsman.
