The Policy Expert position is part of the EBA's effort to:
- Develop guidelines and binding technical standards in resolution planning, early interventions, intra-group financial support, valuation, and resolution tools.
- Provide policy advice and support to internal committees.
- Represent the EBA externally in technical discussions.
- Facilitate consultations, training, and impact assessments.
- Cooperate with other ESAs and the ESRB to ensure coordinated policy stances.
Job Requirements
1. Eligibility Criteria
- Language Skills: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Legal Rights: Full rights as a citizen and no criminal record.
- Military Service: Completed any applicable military obligations.
- Physical Fitness: Fit to perform the duties of the post.
2. Qualifications
- Minimum of three years of higher education (e.g., bachelor’s degree).
- Qualifications must be from EU/EEA authorities or recognized as equivalent.
- If obtained abroad, must be recognized by an EU/EEA authority.
3. Professional Experience
- At least 3 years of relevant full-time professional experience in financial regulation or supervision.
- Experience in drafting policy stances, regulations, or in banking supervision.
- Experience in crisis management regulation or supervision.
4. Language Proficiency
- Excellent knowledge of English (both written and spoken).
- Native English speakers must prove proficiency in a second EU language.
Selection Criteria
- Proven knowledge of EU banking regulation.
- Experience in EU legislative stakeholder engagement.
- Ability to communicate with management on regulatory developments.
- Professional experience in regulation development or supervision.
- Experience in multicultural or international environments.

Selection Procedure
The process includes:
- Shortlisting: Based on CV, motivation letter, and eligibility grid.
- Written Tests: Conducted in English, assessing communication, knowledge, and drafting skills. Minimum score: 6/10.
- Interviews: Conducted in English, evaluating suitability, knowledge, and motivation. Minimum score: 6/10.
- Final Selection: Candidates with the highest scores are recruited, with those scoring 12 or above placed on a reserve list valid until 31 December 2014.
Employment Conditions
- Contract Type: Temporary fixed-term contract of three years with a nine-month probation period, possibly extendable.
- Start Date: Expected 1 April 2014.
- Grade: AD 6.
- Salary: Estimated monthly basic salary of €4,921.28.
- Taxation: Salaries are exempt from national tax; Community tax at source applies.
- Benefits: Includes expatriation, household, and dependent child allowances, education and installation allowances, and travel insurance for missions.
- Leave: 2 days of annual leave per calendar month, plus additional days based on age, grade, and distance from origin.
- Pension: Access to the EU Pension Scheme after 10 years of service.
