The EBA is currently seeking a Policy Expert for a position in its London office. This role is crucial for shaping regulatory policy in the areas of crisis management, structural measures, and shadow banking. The candidate will be involved in policy development, analysis, and external representation, contributing to the EBA's rule-making and analytical outputs.
Main Responsibilities
- Prepare and provide policy stances and advice in the relevant areas.
- Contribute to the development of guidelines and binding technical standards.
- Analyze issues, assess policy impacts, and draft reports on legislation implementation or review.
- Process data from surveys and reports.
- Support internal committees and subgroups.
- Ensure timely and quality completion of policy outputs.
- Represent the EBA externally in international and EU fora.
- Facilitate external consultations, impact assessments, and training.
- Cooperate with other ESAs and the ESRB to develop coordinated policy positions.
Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Citizenship rights: Full rights as a citizen.
- Military service: Fulfill obligations related to military service.
- Physical fitness: Fit to perform the duties.
- Background check: Provide a certificate of no criminal record and undergo medical examination.
1.2.1 Qualifications
- At least three years of university education (diploma required).
- Qualifications must be recognized by EU or EEA authorities or deemed equivalent.
- If obtained outside the EU, must be recognized by a designated body (e.g., national Ministry of Education).
1.2.2 Professional Experience
- Minimum of 3 years of full-time professional experience in financial regulation or supervision.
- Experience should be relevant to the areas of crisis management, structural measures, and shadow banking.
- Experience is counted from the date of diploma award up to the application deadline.
1.2.3 Language Skills
- Excellent knowledge of English (written and spoken).
- Native English speakers must demonstrate proficiency in a second EU language.

Selection Procedure
- Selection committee evaluates applications (CV, motivation letter, eligibility grid) and establishes a shortlist.
- Written tests in English (max 10 points; minimum 6 to pass) assessing communication, knowledge, and drafting skills.
- Interviews in English (max 10 points; minimum 6 to pass) evaluating suitability, professional knowledge, and motivation.
- Candidates with a total score equal to or above 12 are placed on a reserve list valid until 31/12/2015.

Appointment and Employment Conditions
- Contract type: Temporary fixed-term contract of 3 years with a probation period of 9 months and possible extension.
- Expected start date: 1 December 2014.
- Grade: AD 6.
- Estimated monthly salary: €4960.64 (exempt from national tax; Community tax at source applies).
- Remuneration details: Refer to Articles 62–70 and Annex VII of the Staff Regulations.
