The European Banking Authority (EBA) is an independent EU authority established in 2011 and tasked with enhancing the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in banking, payments, and e-money sectors. The EBA is currently seeking a Policy Expert in the area of own funds, to be based in its offices in London, United Kingdom. The position is part of the EBA's regulatory work on capital requirements and is expected to start on 1 March 2015.
Main Purpose
The Policy Expert will lead the development of technical standards and guidelines related to own funds, ensuring consistency in supervisory practices across EU institutions. This includes monitoring capital issuances and supporting the EBA's policy stances in both EU and international forums.
Main Responsibilities
- Leading the development of guidelines and binding technical standards on own funds.
- Monitoring capital issuances of EU institutions.
- Providing support to internal committees and subgroups.
- Ensuring timely completion of regulatory outputs.
- Representing the EBA externally in technical discussions.
- Facilitating external consultations, training, and impact assessments.
- Cooperating with other ESAs and the ESRB for coordinated policy stances.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Must be physically fit and have no criminal record.
- Must have completed university studies (3 or 4 years) and at least one year of professional experience.
- If education was obtained outside the EU, it must be recognized by an EU/EEA authority.
2. Professional Experience
- At least 10 years (for 3-year education) or 9 years (for 4-year education) of relevant full-time professional experience.
- Minimum of 5 years in bank regulation or supervision.
3. Language Proficiency
- Excellent knowledge of English (written and spoken).
- Native English speakers must prove second language skills.
- Knowledge of other EU official languages is advantageous.
4. Selection Criteria
- Proven knowledge of EU banking regulation and supervision.
- Experience in developing regulations on own funds.
- Comprehensive understanding of regulatory capital composition and eligibility criteria.
- Ability to draft policy stances and regulations.
- Experience in engaging with EU legislative stakeholders.
- Advantageous: Experience with capital instrument term sheets or capital supervision.

Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid.
- Shortlisted candidates may be invited to written tests (English, total score 10, minimum 6) and interviews (English, total score 10, minimum 6).
- Successful candidates will be ranked by merit, with the highest scorers being recruited.
- Candidates scoring 12 or above will be placed on a reserve list valid until 31 December 2015. Being on the reserve list does not guarantee recruitment.
Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract (3 years), with a probation period of 9 months and possible extension.
- Grade: AD 8, with a monthly basic salary of €6,350.35.
- Employment benefits include:
- Exemption from national tax, with Community tax at source.
- Correction coefficient of 50.7% for UK-based staff.
- Allowances based on family situation and origin (expatriation, household, dependent child, education, etc.).
- Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
- Access to EU Pension Scheme after 10 years of service.
- Coverage under EU Joint Sickness and Insurance Scheme, accident, unemployment, and invalidity allowances.
