The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010. It plays a key role in ensuring the quality, effectiveness, and consistency of banking regulation and supervision across the EU. The EBA collaborates closely with other financial regulatory bodies such as EIOPA, ESMA, the Joint Committee, and the ESRB within the European System of Financial Supervision (ESFS).
The EBA is currently seeking a Policy Expert (Own Funds) to be based in its London office. This position is part of the EBA's regulatory work on capital requirements and aims to enhance the quality of capital for EU institutions through the development of technical standards, guidelines, and policy stances.
Main Purpose
The Policy Expert will be responsible for:
- Leading the development of guidelines and binding technical standards related to own funds;
- Ensuring consistent implementation of these standards by national authorities;
- Representing the EBA externally in technical discussions;
- Supporting internal committees and providing policy advice;
- Facilitating consultations, training, and impact assessments for regulatory documents.
Main Responsibilities
- Preparing policy stances and providing professional advice in the area of own funds.
- Leading the development of technical standards and guidelines.
- Supporting internal committees and their chairpersons.
- Ensuring timely completion of regulatory outputs.
- Representing the EBA in external technical forums.
- Facilitating external consultations, implementation studies, and training.
- Cooperating with other ESAs (European Supervisory Authorities) and the ESRB to ensure coordinated policy approaches.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Must be entitled to full citizen rights.
- Must have fulfilled any military service obligations.
- Must be physically fit for the role.
- Must provide a certificate of no criminal record and undergo a medical examination.
2. Qualifications
- Education: A university diploma, with a minimum of 3 years of study (with at least 1 year of professional experience), or 4 years of study (no professional experience required).
- Professional Experience: At least 7 years (for 3-year degree) or 6 years (for 4-year degree) of full-time experience in bank regulation or supervision.
- Language Skills: Excellent knowledge of English (written and spoken), with knowledge of other EU languages being an advantage.
3. Selection Criteria
- Proven knowledge of EU banking regulation and supervision.
- Experience in the development of own funds regulations.
- Comprehensive understanding of regulatory capital composition and eligibility criteria.
- Ability to draft policy documents and communicate with management.
- Experience in engaging with stakeholders in EU legislative processes.

Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid.
- Shortlisted candidates may be invited for written tests (in English, total score 10, minimum 6) and interviews (in English, total score 10, minimum 6).
- Successful candidates will be ranked by merit, with the highest scorers being recruited and those scoring 12 or above placed on a reserve list (valid until 31 December 2013).
- Confidentiality: The selection process is strictly confidential, and contact with committee members is prohibited.
Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract of three years, with a probation period of six months and the possibility of extension.
- Start Date: Expected to be 1 or 16 May 2013.
- Grade: AD 7.
- Salary: Estimated monthly basic salary is €5,568.11.
- Employment Benefits:
- Exempt from national tax, with Community tax at source.
- Correction coefficient of 34.4% applies.
- Possible entitlement to expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, and reimbursement of removal costs.
- Annual leave: 2 days per calendar month, plus additional days based on age, grade, and distance from origin.
- Pension Scheme: EU Pension Scheme after 10 years of service.
- Insurance Coverage: Includes sickness, accident, occupational disease, unemployment, and invalidity insurance.
- Travel Insurance: Provided for missions.

Appeal Procedure
