Main Purpose
The main purpose of the Policy Expert (Resolution) position is to support the EBA in developing policy and regulatory tasks related to crisis management within the EU and internationally.
Main Responsibilities
- Policy Development: Prepare policy stances and provide expert policy advice in crisis management areas.
- Guidelines and Standards: Contribute to the development of guidelines and binding technical standards in recovery and resolution planning, early interventions, intra-group financial support, valuation during resolution, and resolution tools.
- Implementation Support: Assist national authorities in the consistent implementation of these guidelines and standards in daily supervisory practices.
- External Representation: Represent the EBA externally at a technical level in relevant EU and international forums.
- Consultation and Training: Facilitate external consultations, training, and impact assessments for the EBA's regulatory outputs.
- Collaboration: Cooperate with other ESAs and the ESRB to ensure coordinated and possibly joint policy stances, guidelines, and standards.
Requirements
1. Eligibility Criteria
- Language Proficiency: Excellent knowledge of English (written and spoken), and satisfactory knowledge of at least one other EU language.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Legal Status: Full citizen rights and no criminal record.
- Military Service: Compliance with applicable laws on military service.
- Health: Physically fit for the role.
2. Qualifications and Experience
- Education: Completed university studies (at least 3 years) with a diploma and at least one year of professional experience, or completed university studies (at least 4 years) with a diploma.
- Professional Experience:
- At least 7 years (for 3-year education) or 6 years (for 4-year education) of relevant full-time professional experience in financial regulation or supervision.
- At least 5 of those years must be in a comparable position in financial regulation or supervision.
- Experience in Crisis Management: Must have professional experience in the development of regulations or the supervision of their implementation in crisis management.

- Ability to manage workload independently and work efficiently under pressure.

- Excellent communication and interpersonal skills.
Selection Procedure
- Shortlisting: Based on CV, motivation letter, and eligibility criteria grid.
- Written Tests: Conducted in English; assess writing, knowledge, and drafting skills. Minimum score: 6 out of 10.
- Interview: Conducted in English; assess suitability, knowledge, and motivation. Minimum score: 6 out of 10.
- Final Selection: Candidates are ranked by merit, with the highest scorers being recruited. Those scoring 12 or above are placed on a reserve list valid until 31 December 2013.

Appointment and Employment Conditions
- Contract Type: Temporary agent fixed-term contract, 3 years with a 9-month probation period, possibly extendable.
- Starting Date: Expected to start on 1 March 2013.
- Salary: Grade AD 7, with a monthly basic salary of €5,568.11.
- Benefits:
- Exempt from national tax, with Community tax at source.
- Correction coefficient of 34.4% applies.
