Main Purpose
The main purpose of the Head of the Capital and Asset/Liability Management Policy Unit position is to lead the EBA's regulatory work on capital and asset/liability risk management policies for the EU banking sector.
Key Responsibilities
- Leading the development of draft regulations, policy positions, and standards in capital, liquidity, leverage, accounting, audit, internal governance, and remuneration.
- Building the EBA's regulatory capacity by coordinating staff positions on relevant policy issues.
- Managing internal and public consultations on technical standards and coordinating across the EU.
- Contributing to internal and external regulatory and policy reports.
- Fostering strategic relationships with national regulators.
- Defining and coordinating the work programme of the Unit based on the EBA mission and annual plan.
- Representing the Unit internally and externally, including in Standing Committees.
- Supporting the exchange of information between the EBA and national authorities and international bodies.
Eligibility Criteria
General Requirements
- Proficient in one EU language and satisfactory knowledge of another.
- Nationality of an EU Member State, Iceland, Liechtenstein, or Norway.
- Full citizen rights and no criminal record.
- Compliance with military service obligations.
- Physical fitness for the role.
Specific Requirements
- Education: A university diploma with at least one year of relevant professional experience (if the normal university education is 3 years), or a diploma with no additional experience required (if the normal education is 4 years or more).
- Professional Experience: At least 16 years (for 3-year education) or 15 years (for 4-year education) of full-time experience in financial regulation or supervision, with at least 5 years in a comparable position.
- Language Proficiency: Excellent knowledge of English (written and spoken), with knowledge of other EU languages being an advantage.

Selection Procedure
- A selection committee will review applications and establish a shortlist.
- Shortlisted candidates may be invited to written tests (in English) and interviews (in English).
- Written tests score out of 10, with a minimum of 6 required to pass.
- Interviews score out of 10, with a minimum of 6 required to pass.
- Successful candidates are listed in order of merit, with the highest scorers being recruited.
- Candidates scoring 12 or above are placed on a reserve list valid until 31 December 2013.
Appointment and Employment Conditions
- Contract Type: Temporary fixed-term contract of three years with a nine-month probation period and possible extension.
- Starting Date: Expected to start on 1 November 2012.
- Grade: AD 11.
- Salary: Estimated monthly basic salary of €9,124.87.
- Employment Benefits:
- Exempt from national tax; Community tax at source applies.
- Correction coefficient of 34.4% for UK-based staff.
- Possible entitlement to allowances and benefits based on family situation and origin.
- Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
