The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. Main Responsibilities of the Policy Expert (Crisis Management)
The Policy Expert on secondment will be involved in the following key tasks:
- Preparing policy stances and providing policy advice in the areas of crisis management, structural measures, and shadow banking.
- Developing opinions, advices, guidelines, and binding technical standards as part of the EU common rulebook.
- Preparing reports on the implementation of Union legislation by Member States.
- Supporting internal committees and subgroups, including acting as a chairperson.
- Ensuring timely and quality-compliant completion of guidelines and technical standards.
- Representing the EBA externally in technical matters.
- Facilitating external consultations, implementation studies, training, and impact assessments.
- Cooperating with other ESAs (European Supervisory Authorities) and the ESRB to develop coordinated policy positions.
Key Requirements
1. Eligibility Criteria
- Language Skills: Proficiency in one EU language and satisfactory knowledge in another.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the EU has opened accession negotiations.
- Citizenship Rights: Full rights as a citizen of the relevant country.
2. Qualifications
- A minimum of three years of university education, evidenced by a diploma.
- Qualifications must be from EU or EEA authorities or recognized as equivalent.
- If obtained outside the EU, must be recognized by an EU Member State authority.
3. Professional Experience
- At least four years of full-time professional experience in bank regulation, banking supervision, or banking operations.
- Experience is counted from the date of diploma award to the closing date of applications.
- PhDs may count as professional experience if the candidate received a study grant or salary during their studies, with a maximum duration of three years.
4. Language Proficiency
- Excellent knowledge of English, both written and spoken.
- Native English speakers must demonstrate proficiency in a second EU language.

- Proven knowledge of EU banking regulation and its application in crisis management.
- Experience in drafting policy stances and regulations.
- Ability to communicate with management on regulatory developments.
- Experience in engaging with stakeholders in the EU legislative process.
- Professional experience in regulation, supervision, or banking operations.

Appointment and Secondment Conditions
- The position is a secondment from a national supervisory authority or an IGO (International Governmental Organization) for a minimum of six months and up to two years, renewable.
- The home authority remains the employer during the secondment.
- The candidate must have worked for at least 12 months for their employer before the secondment.
- The employer is responsible for continuing to pay salary and maintain social rights, including social security and pension.
Financial Support During Secondment
- The EBA provides daily and monthly subsistence allowances, determined annually by the Commission.
