Key Responsibilities
The Policy Expert position, specifically in the area of Crisis Management, involves the following main duties:
- Policy Development: Preparing policy stances and providing policy advice in the areas of crisis management, structural measures, and shadow banking.
- Opinion and Guidance Creation: Contributing to the development of opinions, guidelines, binding technical standards, and Q&A responses.
- Monitoring and Reporting: Monitoring the implementation of EU legislation by Member States and preparing reports on this.
- Internal Support: Supporting internal committees and subgroups, including their chairpersons.
- External Representation: Representing the EBA externally in technical discussions and consultations.
- Coordination: Cooperating with other ESAs and the ESRB to ensure coordinated and possibly joint policy stances.
- Consultation and Training: Facilitating external consultations, training, and impact assessments for relevant guidelines and standards.
Eligibility and Requirements
1.1 General Eligibility Criteria
- Must have thorough knowledge of one EU language and satisfactory knowledge of another.
- Must be a national of an EU Member State, EFTA Member State, or a country with which the EU has opened accession negotiations.
- Must be entitled to full citizen rights.
1.2 Specific Eligibility Criteria
1.2.1 Qualifications
- Must have completed university studies of at least three years, evidenced by a diploma.
- Qualifications must be awarded by EU/EEA authorities or recognized as equivalent.
- If obtained outside the EU, must be recognized by an EU/EEA authority and a document attesting to this recognition must be included.
1.2.2 Professional Experience
- Must have at least four years of full-time professional experience in bank regulation, supervision, or operations.
- Experience is counted from the date of diploma award to the application deadline.
- PhD studies may be counted as professional experience if they were paid or supported by a grant.
1.2.3 Language Skills
- Excellent knowledge of English is required, both written and spoken.
- Native English speakers must prove their second language skills.
Selection Criteria
- Proven knowledge of EU banking regulation and its application in crisis management.
- Experience in drafting policy stances or regulations and banking supervision.
- Ability to present information to management on regulatory developments.
- Experience in engaging with stakeholders in the EU legislative process.
- Professional experience in regulation, supervision, or banking operations.
- A combination of different types of experience is considered an asset.

- Ability to manage workload independently and work without close supervision.

Appointment and Secondment Details
- The position is a secondment from a national supervisory authority or an IGO.
- The minimum duration is two years, with the possibility of renewal.
- The home authority remains the employer and is responsible for salary and social rights.
- The expected starting date is as soon as possible.
Conditions of Secondment
- The candidate is entitled to daily and monthly subsistence allowances, set annually by the Commission.
