The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010 and later amended by Regulation (EU) No 1022/2013. Its primary mission is to enhance the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in banking, payments, e-money, and related areas such as corporate governance, auditing, and financial reporting. The EBA promotes financial stability, market transparency, and the protection of depositors and investors, while also working to prevent regulatory arbitrage and support international supervisory coordination.
Main Responsibilities
The Policy Expert on secondment will be responsible for:
- Preparing policy stances and providing policy advice in the areas of crisis management, structural measures, and shadow banking.
- Contributing to the development of non-binding framework cooperation arrangements with third-country authorities, as well as opinions, guidelines, and binding technical standards.
- Monitoring and preparing reports on the implementation of EU legislation by Member States.
- Supporting internal committees and subgroups, including their chairpersons.
- Ensuring the timely completion of guidelines and technical standards in line with agreed processes and quality standards.
- Externally representing the EBA at a technical level in relevant international fora.
- Facilitating external consultations, implementation studies, training, and impact assessments related to guidelines and technical standards.
- Cooperating with other ESAs (European Supervisory Authorities) and the ESRB (European Stability Mechanism) to develop coordinated policy stances and standards.
Key Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another. English is required for working purposes.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country in accession negotiations (unless derogation is granted).
- Education: Completed university studies of at least three years, evidenced by a diploma.
- Professional experience: At least four years of full-time experience in bank regulation, supervision, or banking operations, starting from the date of obtaining the diploma.
- PhD experience: May be counted as professional experience if the candidate received a study grant or salary during PhD studies, up to a maximum of three years, provided the PhD was completed by the application deadline.
2. Selection Criteria
Candidates must demonstrate:
- Proven knowledge of banking regulation, particularly in crisis management and international cooperation.
- Experience in drafting policy stances and regulations or working in banking supervision.
- Ability to provide information and presentations to management on regulatory developments.
- Experience in dealing with a wide range of stakeholders during the legislative process.
- Professional experience in regulation, supervision, or banking operations.
- Experience in an EU/multicultural/international environment.
- Ability to work independently, manage workload, and adapt quickly.
- Excellent communication skills and the ability to work efficiently under time pressure.
- Team player with strong interpersonal skills.

Appointment and Conditions of Engagement
- The position is a secondment from a national supervisory authority for a minimum of six months, renewable up to two years.
- The home authority remains the employer during the secondment.
- The seconded national expert (SNE) must have worked for at least 12 months in a permanent or contractual capacity before the secondment.
- The home authority is responsible for continuing to pay the salary and maintain social rights, including social security and pension.
- The expected starting date is as soon as possible.
Conditions of Secondment
- The SNE will receive a daily subsistence allowance and a monthly subsistence allowance, as established by the Commission annually.

- The position is based at the EBA offices in London, United Kingdom.
