The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. Job Description: Statistician
The EBA is seeking a Statistician to support the development and maintenance of its supervisory databases and stress test data collections, based on common EU reporting standards. The role is under the responsibility of the Head of the Risk Analysis Unit and involves:
- Managing EBA databases and implementing IT solutions for bank analysis
- Developing systems for the collection, storage, and use of large supervisory datasets
- Conducting ad-hoc data collections, especially for stress tests, and ensuring data quality
- Collaborating with the EBA's IT team and staff handling supervisory reporting (e.g., FINREP, COREP)
- Supporting other oversight activities within the EBA
Key Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway
- Fluent in one EU language and proficient in another
- Physically fit and free from criminal records
- Entitled to full citizen rights and fulfilled any military service obligations
2. Qualifications
- Minimum of three years of university education in economics or a related field
- Qualifications must be recognized by EU or EEA authorities or equivalent
- If obtained outside the EU, must be recognized by a delegated body from an EU member state
3. Professional Experience
- At least 3 years of full-time professional experience in relevant fields
- Experience may include academic or research roles, with PhDs counted if they were on a paid basis
4. Language Skills
- Excellent knowledge of English (both written and spoken)
- Native English speakers must demonstrate proficiency in a second EU language
5. Technical Skills
- Knowledge of data warehouse/OLAP concepts and dimensional modeling
- Experience with RDBMS (e.g., Oracle) and data model analysis (e.g., SAS Suite)
- Familiarity with ETL tools
- Proven ability in relational database design and performance tuning
- Expertise in SAS software and SQL/PL/SQL, stored procedures, and shell scripting
Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility grid
- Shortlisted candidates may be invited for written tests and interviews
- Written tests are in English and assess communication, job knowledge, and drafting skills (minimum score: 6/10)
- Interviews are in English and evaluate suitability, professional knowledge, and motivation (minimum score: 6/10)
- Successful candidates will be ranked, with top scorers being recruited and those scoring 12 or above placed on a reserve list valid until 31 December 2014
Appointment and Employment Conditions
- Contract type: Fixed-term agent contract (3 years, with possible extension)
- Probation period: 9 months
- Expected start date: 1 July 2014
- Function group: IV
- Estimated monthly basic salary: €3,145.45
- Additional benefits include expatriation allowance, annual leave, and EU pension and insurance schemes
