The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 by Regulation (EC) No. 1093/2010. It plays a crucial role in ensuring a high-quality, effective, and consistent level of banking regulation and supervision across the EU. The EBA collaborates closely with other EU financial regulators such as EIOPA, ESMA, the Joint Committee, and the ESRB to promote financial stability, transparency, and the protection of depositors and investors.
The EBA is currently seeking a Policy Expert (Own Funds) to be based in its London office. This role is part of the EBA's efforts to strengthen the quality of capital in credit institutions through the development of technical standards, guidelines, opinions, and reports. The expert will also support national authorities in implementing these standards and represent the EBA externally in relevant technical discussions.
Main Purpose
The main purpose of the Policy Expert position is to:
- Lead the EBA's regulatory work on own funds;
- Develop technical standards and guidelines;
- Monitor capital issuances of credit institutions;
- Provide policy advice and support to internal committees;
- Represent the EBA externally in technical discussions;
- Facilitate external consultations, training, and impact assessments.
Main Responsibilities
- Prepare policy stances and provide policy advice in the area of own funds;
- Lead the development of guidelines and binding technical standards;
- Support internal committees and subgroups;
- Ensure timely completion of regulatory outputs;
- Represent the EBA externally in technical discussions;
- Facilitate external consultations, implementation studies, training, and impact assessments;
- Cooperate with other ESAs (European Supervisory Authorities) and the ESRB (European Systemic Risk Board).
Requirements
1. Eligibility Criteria

Language proficiency: Excellent knowledge of English (written and spoken), and satisfactory knowledge of another EU language;

Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway;

Citizenship rights: Must be entitled to full rights as a citizen;

Military service: Must have fulfilled any applicable military service obligations;

Physical fitness: Must be physically fit to perform the duties.

Criminal record: Must provide a certificate confirming no criminal record;

Medical examination: Must undergo a medical examination as per Article 12 (2)(d) of the Conditions of Employment of Other Servants.
2. Qualifications
- Education: Completed university studies (at least 3 years normal duration) with a diploma, or 4 years or more of university studies with a diploma;
- Professional experience: At least 10 years (for 3-year education) or 9 years (for 4-year education) of full-time professional experience in bank regulation or supervision, with at least 3 years in the specific area of own funds and related issues.

- Proven knowledge of EU banking regulation;
- Experience in the development of regulation in the area of own funds;
- Comprehensive understanding of regulatory own funds composition and capital instrument eligibility criteria;
- Ability to draft policy stances and regulations;
- Ability to provide information and presentations to management;
- Experience in engaging with a wide range of stakeholders in the EU.

Selection Procedure
The selection process includes:
- Establishment of a selection committee;

Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract for three years, with a probation period of nine months and the possibility of extension;
- Expected start date: 1 February 2013;
- Grade: AD 8;
- Estimated monthly basic salary: €6,299.95.
Summary of Employment Conditions
- Taxation: Salaries are exempt from national tax and subject to Community tax at source;
- Correction coefficient: 34.4% applies to the remuneration in the UK;
- Benefits: May include expatriation allowance, household allowance, dependent child allowance, education allowance, installation allowance, reimbursement of removal costs, temporary daily subsistence allowance, and other benefits;
- Annual leave: Two days per calendar month plus additional days based on age, grade, and distance from origin;
- Pension: Access to the EU Pension Scheme after 10 years of service;
- Insurance: Coverage under the EU Joint Sickness and Insurance Scheme, accident and occupational disease insurance, unemployment and invalidity allowance, and travel insurance.
