The European Banking Authority (EBA) is an independent EU authority established in 2011. It plays a central role in ensuring consistent and effective banking regulation and supervision across the EU, promoting financial stability, transparency, and the protection of depositors and investors. The EBA collaborates closely with other EU financial regulators such as EIOPA, ESMA, the Joint Committee, and the ESRB.
The EBA is currently seeking a Policy Expert to be based in its London office. The role is part of the EBA's efforts to develop regulatory guidelines and technical standards in the areas of liquidity, leverage, and capital buffers. The Policy Expert will contribute to the development of the EBA's policy positions and represent the authority externally in these areas.
Main Responsibilities
- Preparing policy stances and providing policy advice in the area of banking regulation.
- Supporting internal committees and subgroups, including ensuring timely completion of guidelines and standards.
- Externally representing the EBA on a technical level, facilitating consultations, implementation studies, training, and impact assessments.
- Cooperating with other ESAs and ESRB to develop coordinated and joint policy positions.
Requirements
1. Eligibility Criteria
- Language proficiency: Thorough knowledge of one EU language and satisfactory knowledge of another.
- Nationality: Must be a national of an EU Member State, Iceland, Liechtenstein, or Norway.
- Criminal record: Must provide a certificate confirming no criminal record.
- Medical fitness: Must be medically examined to meet Article 12(2)(d) of the Conditions of Employment.
2. Qualifications and Experience
- Education: Completed university studies in business, economics, law, or a related field, with a diploma.
- Professional experience: At least 9 years of full-time experience in bank regulation or supervision.
- Language requirement: Excellent knowledge of English (written and spoken), with knowledge of other EU languages being an advantage.
- Specialized experience: At least 6 years of experience in liquidity, leverage, and capital buffer regulation.
3. Additional Competencies
- Proven knowledge of EU banking regulation.
- Experience in drafting policy stances and regulations.
- Ability to present to management on regulatory developments.
- Experience in engaging with stakeholders in the EU legislative process.
- Skills in communication, teamwork, time management, and adaptability.
Selection Procedure
- A selection committee will evaluate applications based on CV, motivation letter, and eligibility/selection criteria grid.
- Shortlisted candidates may be invited for written tests (in English) and interviews (in English).
- Written test score: 10 points.
- Interview score: 10 points.
- Final score of 15 or above qualifies for a reserve list, valid until 31 December 2012.
- Confidentiality: All selection activities are strictly confidential, and contact with committee members is prohibited.
Appointment and Employment Conditions
- Contract type: Temporary agent fixed-term contract of three years, with a probation period of six months and the possibility of extension.
- Expected start date: 1 May or 1 June 2012.
- Grade: AD 8.
- Estimated monthly salary: €6,299.95 (basic salary, exempt from national tax).

- Correction coefficient of 34.4%.

- Annual leave: 2 days per calendar month plus additional days based on age, grade, and distance from origin.
