Main Responsibilities
The Policy Expert position involves the following key duties:
- Policy Development: Preparing policy stances and providing policy advice in the area of own funds.
- Guideline Development: Leading the creation of guidelines and binding technical standards for EU banking regulation.
- Monitoring: Overseeing the capital issuances of EU institutions to ensure compliance with regulatory requirements.
- Internal Support: Supporting internal committees and subgroups, particularly their chairpersons.
- External Representation: Representing the EBA at a technical level in EU and international fora.
- Consultation and Training: Facilitating external consultations, implementation studies, training, and impact assessments.
- Collaboration: Working efficiently with other ESAs to develop coordinated and possibly joint policy positions.
Key Information
Eligibility Criteria
- Language Proficiency: Must have thorough knowledge of one EU language and satisfactory knowledge of another. Excellent knowledge of English is required.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has decided to open accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
- Education: At least three years of university education, evidenced by a diploma.
- Professional Experience: Minimum of 8 years of full-time professional experience, with at least 5 years in the field of bank regulation and/or supervision.
- Experience Duration: Calculated from the date of obtaining the diploma to the application deadline.
- PhD Consideration: PhD studies can count towards the professional experience if the candidate received a study grant or salary, with a maximum of 3 years if the PhD was completed by the deadline.

Appointment and Conditions
- Type of Position: Secondment from a national supervisory authority or an IGO.
- Duration: Minimum of two years, renewable.
- Employer: The home authority remains the employer during the secondment.
- Pre-Secondment Requirement: The candidate must have worked for at least 12 months in a permanent or contract basis before the secondment.
- Salary and Social Rights: The home authority must continue to pay the salary and maintain social rights, including social security and pension.
Starting Date
- Expected start date: 1 March 2015.
Conditions of Secondment
- The EBA will provide a daily and monthly subsistence allowance, as established annually by the Commission.
