The European Banking Authority (EBA) is an independent EU authority established in 2011, tasked with enhancing the functioning of the EU internal market through high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, and e-money. The EBA is seeking a Policy Expert on secondment to be based in London, United Kingdom, for a minimum period of six months up to two years, with the possibility of renewal.

Main Responsibilities

• Policy Development: Prepare policy stances and provide expert policy advice in crisis management.
• Guidelines and Standards: Contribute to the development of guidelines and binding technical standards as part of the EU common rulebook.
• Internal Support: Provide support to internal committees and subgroups, including their chairpersons.
• Timely Execution: Ensure the timely completion of guidelines and standards in accordance with agreed processes and quality standards.
• External Representation: Represent the EBA externally at a technical level in relevant areas.
• Consultations and Training: Facilitate external consultations, implementation studies, training, and impact assessments.
• Collaboration: Cooperate effectively with other European Supervisory Authorities (ESAs) and the European Systemic Risk Board (ESRB) to develop coordinated policy positions.

Key Requirements

1. Eligibility Criteria

• Language Skills: Must have thorough knowledge of one EU language and satisfactory knowledge of another.
• Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
• Citizenship Rights: Must be entitled to full rights as a citizen.

2. Educational and Professional Qualifications

• Education: Must have a diploma attesting to completed university studies of at least three years.
• Experience: At least six years of full-time professional experience in bank regulation or banking supervision.

3. Additional Skills and Experience

• EU Banking Regulation Knowledge: Proven knowledge of EU banking regulation.
• Policy Drafting: Experience in drafting policy stances and regulations.
• Communication: Ability to provide information and give presentations to management on regulatory developments.

Appointment and Engagement Conditions
