Policy Expert Position (Own Funds)
The EBA is currently seeking a Policy Expert in the area of own funds. The role involves:
- Leading the development of guidelines and binding technical standards for EU common rulebook on own funds.
- Monitoring capital issuances of EU institutions.
- Supporting internal committees and providing policy advice.
- Representing the EBA externally in technical discussions and facilitating consultations, training, and impact assessments.
- Cooperating with other ESAs and the ESRB to ensure coordinated policy stances.
Key Requirements
1. Eligibility Criteria
- Language proficiency: Must know one EU language thoroughly and another satisfactorily.
- Nationality: Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Civic rights: Must be entitled to full citizen rights.
- Military service: Must have fulfilled military obligations if applicable.
- Physical fitness: Must be physically fit for the role.
- Criminal record: Must provide a certificate of no criminal record.
- Medical examination: Must undergo a medical check as per Article 12 (2)(d) of CEOS.
2. Qualifications and Experience
- Education: Must have completed university studies (at least 3 years) with a diploma, or 4 years or more with a diploma.
- Professional experience:
- At least 10 years (for 3-year education) or 9 years (for 4-year education) of relevant full-time experience.
- At least 4 years in bank regulation or supervision.
- Language: Excellent English (written and spoken) is required. Native English speakers must prove second language proficiency.

Candidates must demonstrate:
- Proven knowledge of EU banking regulation and supervision.
- Experience in developing own funds regulations.
- Comprehensive understanding of the composition of regulatory own funds and capital instrument eligibility.
- Experience in drafting policy stances and regulations.
- Experience in presenting to management on regulatory developments.
- Experience in engaging with EU legislative stakeholders.
Advantageous experience includes analysis of capital instrument term sheets and supervision of capital-related issues.

Selection Procedure
- A selection committee will be formed, and shortlisted candidates will be invited for written tests and interviews.

Appointment and Employment Conditions
- Contract type: Temporary fixed-term contract of three years, with a probation period of nine months and possibility of extension.
- Estimated start date: 1 January 2016.
- Function group and grade: Temporary agent 2(f) at grade AD 8.
- Estimated monthly basic salary: €6,350.35.
- Remuneration package: Detailed in Articles 62–70 and Annex VII of the Staff Regulations.
Employment Conditions Summary
- Salaries: Exempt from national taxes, with Union tax at source.
- Correction coefficient: Applies for UK-based staff.
