The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No 1093/2010, with further amendments in 2013. It is part of the European Systemic Risk Board (ESRB) and works closely with other European Supervisory Authorities (ESAs), including EIOPA and ESMA. The EBA is currently seeking a Policy Expert in the area of own funds for its London office.
Main Purpose
The Policy Expert will lead the development of guidelines and binding technical standards in the area of own funds as part of the EU common rulebook. The role aims to strengthen the quality of capital of EU institutions and ensure consistent application of regulations across member states.
Main Responsibilities
- Leading the development of technical standards, guidelines, Q&As, opinions, and reports in the own funds area
- Monitoring own funds issuances of EU institutions
- Providing support to internal committees and subgroups
- Ensuring timely completion of regulatory outputs
- Representing the EBA externally in technical discussions
- Facilitating external consultations, training, and impact assessments
- Collaborating with other ESAs to ensure coordinated and possibly joint policy stances
Requirements
1. Eligibility Criteria
- Language: Thorough knowledge of one EU language and satisfactory knowledge of another
- Nationality: Must be a national of an EU member state, Iceland, Liechtenstein, or Norway
- Rights: Full rights as a citizen
- Military Service: Obligations fulfilled
- Fitness: Physically fit for the duties
- Documentation: Provide a certificate of no criminal record and undergo a medical examination
2. Qualifications
- Completed university studies of at least three years
- Qualifications recognized by EU or EEA authorities, or equivalent
- If obtained outside the EU, must be recognized by a relevant EU authority
3. Professional Experience
- Minimum 3 years of relevant full-time professional experience
- At least 2 years in the field of bank regulation or supervision
- Experience is counted from the award of the diploma up to the application deadline
4. Language Skills
- Excellent knowledge of English (written and spoken)
- Native English speakers must prove second language proficiency
- Knowledge of other EU languages is advantageous
5. Selection Criteria
- Proven knowledge of EU banking regulation and supervision
- Experience in developing own funds regulations
- Comprehensive understanding of regulatory own funds and capital instruments
- Ability to draft policy stances and regulations
- Experience in engaging with EU legislative stakeholders
- Experience in analyzing capital instrument term sheets or supervising capital-related issues is advantageous

Selection Procedure

Appointment and Employment Conditions
1. Contract Details
- Type: Temporary fixed-term contract (3 years) with a probation period of 9 months
- Starting Date: Expected to be 1 August 2015
- Extension Possibility: Available upon agreement
2. Function Group and Grade
- Grade: AD 6
- Salary: Estimated monthly basic salary of €4,960.64
- Remuneration Details: Refer to Articles 62–70 and Annex VII of the Staff Regulations
3. Employment Benefits
- Taxation: Salaries are exempt from national tax, with Community tax at source
- Correction Coefficient: 50.7% applicable for UK staff
- Allowances: May include expatriation, household, dependent child, education, installation, and removal cost reimbursement
- Annual Leave: 2 days per calendar month, plus additional days based on age and grade
- Pension Scheme: EU Pension Scheme after 10 years of service
